| With the deepening of urbanization,the construction industry has also developed rapidly,followed by an increasing number of construction waste,a series of problems such as waste of resources and environmental pollution caused by improper treatment.Environmental protection projects such as construction waste recycling can not be effectively developed due to the disadvantages of large investment,low income and high risk,as a result,the disposal of garbage is still in the primary stage of dumping and landfill,the reason is that the current project evaluation system pays too much attention to economic benefits and ignores the environmental and social benefits that the project can bring,especially for environmental protection projects,we need to put the environmental and social benefits in the same important position as the economic benefits in the evaluation process,and explore a more reasonable and scientific new evaluation system that is conducive to the development of resource-based projects.This paper takes Baotou City as an example,Firstly,the annual output and composition of construction waste were estimated to determine the plant scale and process plan,which provided basic data for the paper.Secondly,build two disposal systems of landfill and recycling,use e Balance software for LCA evaluation,calculate the environmental impact potential of the two modes,and adopt different monetization methods for different environmental elements of land,water and atmosphere through environmental value evaluation,and obtain the external environmental indicators,namely environmental costs and environmental benefits.Thirdly,according to the production scale and manufacturing process of virtual factory,investment estimation and financial analysis are carried out,and the internal financial indicators of landfill and resource utilization are obtained,namely financial cost and financial income.Finally,by combining the external environment with the internal financial indicators,the comprehensive benefit cost ratio is calculated,the optimal scheme is obtained,and the corresponding improvement measures are put forward.The results show that: Baotou City has a large output of construction waste,backward disposal methods,and resource utilization is imminent;Waste brick and concrete are the key points of recycling.The technology of recycled brick is low difficulty,high recovery rate and easy to promote,which can be used as the direction of resource development in the future;From the perspective of environment,the advantage of resource utilization is higher than that of landfill,the potential value of environmental impact of resource utilization is small,and the environmental benefits are significant;From the financial point of view,the disadvantages of resource utilization are obvious,such as large investment,high risk and long payback period;The comprehensive benefit cost ratio shows that the resource is 1.11 and the landfill is 0.15.Under the condition of rational allocation of resources and economic efficiency,the optimal scheme is resource utilization;Tax incentives,subsidies,allocated land and other policies will significantly improve the profitability and solvency of resource-based projects,which is an important breakthrough for the government’s macro-control.The research results of this paper realize the organic combination of environment and economy,it makes up for some deficiencies in the existing research,and provide new ideas and methods for the comprehensive evaluation of resource-based projects.While promoting the implementation of such projects,it also provides reference and guidance for government decision-making and enterprise standard development. |
