Baoding Qingyuan District To Implement The Main Responsibility Of Enterprise Safety Production

The CPC Central Committee and the State Council have always attached great importance to work safety.General Secretary Xi Jinping has repeatedly made important speeches,pointing out that work safety is something that enterprises must do and is the boundary line of Enterprise Development,that is,enterprises can not achieve the goal of development at the cost of human life.However,in recent years,there are often serious accidents in production safety,which lead to a large number of casualties and a large number of property losses.According to the statistical data,it is concluded that most of the production safety accidents are caused by the enterprises’ illegal production and management,and a large part of them are caused by the failure to fulfill the responsibility of production safety,which leads to production safety accidents.Based on the theory of Public Management and taking Qingyuan District,Baoding as an example,this paper expounds the related concepts of the main responsibility of safety in production,this paper analyzes the problems and deep-seated reasons of implementing the main responsibility of safety production of enterprises in this district,and advances some proposals for promoting the scientific and rational implementation of the main responsibility of safety production of enterprises.This paper puts forward that the main body of production and operation is the enterprise,and the enterprise is also the main body of the responsibility of production safety.The author made a survey and visit to the representative enterprises of different trades and sizes in Qingyuan district,and made a detailed communication through the way of "asking,checking and looking",found that enterprises to implement the main responsibility of production safety in place is widespread,through analysis,it is found that it is mainly affected by such factors as inadequate implementation of the main responsibility of enterprises,defects in the supervision system,unclear objectives of grass-roots safety supervision,lack of formulation and implementation of laws and regulations,and non-standard socialized service institutions.In view of the above-mentioned factors,the author has conducted communication and communication with industry experts,supervisors and research enterprises,combined with recent major accidents in production safety,summed up practical and feasible countermeasures,it aims to promote the implementation of the main responsibility of production safety in enterprises actively or passively,and to provide guarantee for the sustainable and stable production safety situation.
