Garbage is an inevitable product of urban development and human life.The implementation of garbage classification is conducive to coping with the increasingly serious garbage pollution problem under the rapid urbanization process,maintaining the beautiful living environment of the people,and guaranteeing the people’s happiness.my country attaches great importance to waste disposal.As early as the 1990s,Beijing,Shanghai and other places began to explore the practice of waste classification with government-led and social organization promotion.In the past 30 years,many laws and regulations have been promulgated to promote waste.Classified work.Yangzhong City is a county-level city in southern Jiangsu,with an urbanization rate of 65.2%.The siege of garbage was once a difficult problem in urban governance.Over the years,although the urban area of Yangzhong City has made certain explorations in the treatment of urban waste,it has successively carried out tasks such as centralized waste removal and waste sorting in communities,which has alleviated the problem of domestic waste to a certain extent,but overall,the governance structure has been optimized.There is still a lot of room.Based on a review of related theories such as collaborative governance,combined with questionnaires and interview analysis,this article analyzes the problems and causes of waste classification management in Yangzhong City,and proposes countermeasures and suggestions for further optimization of waste classification management in the city.The study found that Yangzhong City’s urban waste sorting and treatment mainly have problems such as imperfect government waste sorting,unsmooth processes,and low market and social participation.The reasons for this,from the government level,are:the government’s leading role is insufficient,the coordination of different departments is not strong,and the garbage classification management system still needs to be improved;from the market entity level,the main reasons are: the limitations of the market itself.Market participation efficiency is not high,the market’s own interest orientation and the public welfare nature of garbage classification lead to low market participation attraction rate,and insufficient power integration among market entities.From the perspective of social organizations and residents,the main ones are: urban autonomous organizations are weak and participate Lack of enthusiasm and lack of awareness of classification.At the same time,the lack of synergy between the various subjects is also an important reason.The countermeasures to solve the above problems include: changing governance concepts and governance methods from the perspective of collaborative governance,and further clarifying the government’s responsibilities through the reform of "decentralization,management and service",so as to improve the efficiency of waste sorting and governance;further integrating market forces and effectively giving play to the role of market mechanisms;Further improve the encouragement and incentive measures,promote the participation of social organizations and the masses,and improve the system and mechanism of coordinated management of waste classification.In the formation of a large pattern of coordinated governance,the actual effect of urban waste classification and management in Yangzhong City will be improved.
