With the deepening of China’s reform and opening up and the rapid development of China’s economy,people have higher and higher requirements for the quality of life and living environment.The term "ecology" has been mentioned many times in the report of the 19 th National Congress of the Communist Party of China.As an indispensable part of the "five in one" overall layout,ecological civilization is also a civilization construction that must be paid attention to.The term "white pollution" has been in the public view for many years.With the development of economy,the impact on the natural environment is increasing.As one of the sources of "white pollution",plastic shopping bags have become an indispensable shopping tool for consumers.With the advantages of water-proof,oil-proof,pollution-proof and portable easy-to-pack bags,consumers can’t put it down.At the same time,plastic shopping bags have become an indispensable shopping tool for consumers The abuse of bags and the difficulty of handling these problems lead to the energy pollution and environmental pollution.In this regard,as early as 2008,China issued an environmental protection policy-"plastic restriction order".As one of the environmental protection policies,the policy has the characteristics of long duration,wide target groups,and many implementers,which has promoted the process and development of China’s environmental protection to a certain extent.But now,the good effect of the policy has not continued,and it has become a mere formality.Therefore,based on the theory of public policy implementation and governance,this paper expounds the current situation of the implementation of "plastic restriction order" policy in China,and finds that the policy has the following implementation difficulties: first,the policy itself has soft constraints,and there is still a lack of scientificity and comprehensiveness;second,the definition of power and responsibility among the departments of the policy implementation subject is not clear,and the overall quality of the executive personnel needs to be improved,Third,the environmental protection consciousness of the target group of the policy is relatively weak,and the policy promotion is hindered.Fourth,the publicity of the policy is not in place in the implementation of the policy.At the same time,the supervision mechanism of the government departments is missing and imperfect,and the accountability mechanism of the subject and object of the policy implementation is deficient.This paper analyzes the policy itself,the main body of policy implementation,the main body of policy objectives and the environment of policy implementation.Combined with the actual overall situation of the policy and the actual social situation in China,this paper puts forward the corresponding countermeasures,hoping to provide reference for the sustainable and orderly development of a series of environmental protection and governance work in solving "white pollution",protecting the environment and building ecological civilization We should provide constructive suggestions.
