Research On Government Supervision Of Sewage Treatment Facility Peration In Nanhai District Of Foshan City

In the 21st century,with the continuous deepening of China’s urbanization reform,the deterioration of water environment quality has intensified.Problems such as eutrophication of water body,sewage overflow,substandard discharge of sewage treatment and insufficient coverage of sewage pipe network are becoming increasingly prominent.As an important supporting facility for urbanization,China’s sewage treatment industry has been valued and supported by the state since 2000.By the end of 2016,the number of the city and county sewage treatment plants and sewage treatment rate compared to 2000 doubled at least,basically completed the 13 th Five-Year Plan targets,which not only marks the basic realization of the full coverage of urban sewage treatment facilities,but also marks the construction of sewage treatment facilities in China from the beginning of the rapid construction period to a stable operation period.However,while China is constantly improving the construction of the supervision system related to sewage treatment facilities,encouraging local governments to build and operate and optimizing the supervision of sewage treatment facilities,there are still many problems in the government supervision of local sewage treatment facilities.For example,the government departments have insufficient research on the supervision of sewage treatment facilities,lack of scientific and systematic management system,and the government departments’ supervision measures are difficult to implement.The low operating efficiency of sewage treatment facilities affects the quality of water environment.The lack of coordination mechanism among government departments in the supervision of the sewage treatment industry,involving too many departments,leads to ineffective supervision and affects the implementation of policies.The lack of scientific statistics for users affects the effect of sewage system construction and operation,etc.These problems reflect the lack of government supervision,which affects the pace of China’s urbanization and the process of improving water environment quality.Starting from the public goods theory,synergistic theory and current situation research,this paper adopts literature research method,investigation method,comparative analysis method and other research methods to study the problems existing in the operation of sewage treatment facilities in Nanhai District of Foshan,such as insufficient performance of the responsibilities of the supervision department,low efficiency of the operation of sewage treatment facilities,and unsmooth operation of the supervision process.It is concluded that the local government’s supervision of the operation of sewage treatment facilities still needs to be further improved.By referring to the advanced experience at home and abroad,in order to improve the operation efficiency and supervision quality of sewage treatment facilities,this paper puts forward some suggestions from the aspects of planning and construction,operation and management,supervision process,such as Strengthen policy guidance,perfecting supervision mode,enhancing supervision ability,encouraging supervision by the masses and realizing intelligent supervision and so on.
