| At the 2009 World Climate Conference,China promised to reduce its GDP energy consumption by one-fifth compared with 2005 at the end of 2010,and reduce CO2 emissions by about one-half by the end of 2020.In view of the fulfillment of this goal promise,China has successively implemented a number of carbon emission reduction policies,including the National Development and Reform Commission’s low-carbon pilot work in some areas of the country.The introduction of low carbon pilot policy has attracted extensive attention in the academic circle.Scholars have evaluated the effects of policy implementation,mainly studying the effects of carbon reduction in the industrial and energy sectors.Even the analysis of whether low-carbon pilot policies have an impact on technological innovation is a study of innovation in the enterprise and urban areas.This article links low-carbon pilot policies with agricultural technological innovation,which can not only further analyze the relationship between environmental regulation and technological innovation,but also specifically study the effects of this policy in the agricultural field.This article combs and to sum up the relevant domestic and foreign researches at present,and expounds related concepts and theories in detail.Re-applying theoretical knowledge to analyze the mechanism of the impact of pilot policies on agricultural technology innovation.It is found that there are three situations in the impact of lowcarbon pilot policies on agricultural technological innovation: positive,negative and uncertain.In order to obtain more accurate conclusions,this article further researches,describes the relevant current situation,and uses the statistical data of China’s 191prefecture-level cities from 2006 to 2017,and uses the PSM-DID way to conduct empirical research.The research results show that: First,overall,low-carbon pilot policies have an important negative effect on the absolute and relative amounts of agricultural technological innovation.Second,in the years after the policy was implemented,the negative impact on agricultural technological innovation went from significant to insignificant.Third,low-carbon pilot policies have a significant negative impact on the absolute amount of agricultural technological innovation in pilot cities in the central and western regions,and has a significant negative impact on the relative amount of agricultural technological innovation in the eastern pilot areas and central regions,and has an important positive effect on the experimental cities in the western region.Fourth,the low-carbon pilot policy has a significant passive impact on agricultural FDI in the pilot areas,and indirectly inhibits the development of agricultural technological innovation. |
