| With the popularization of film mulching planting technology,cotton field planting in Xinjiang has been greatly developed.The recovery and utilization of residual film is a very important measure to protect cotton field,restore and improve the quality of cultivated land.Therefore,Xinjiang Production & Construction Corps has carried out the project of recovery and utilization of residual film in cotton field.Comprehensive benefit evaluation of the project can not only directly reflect the implementation effect of the project,but also promote the establishment of comprehensive benefit evaluation system of related projects.At the same time,it can provide some reference for the improvement and promotion of the recovery and utilization of residual film in cotton field and other types of comprehensive farmland improvement project planning and management.In this paper,the project site for full field research,and issued a questionnaire,through the collation of data and analysis to understand the current situation of the implementation of the project,the cotton farmers recycling and utilization of residual film behavior were analyzed.According to the analysis results of the current situation of the project,comprehensively referring to the benefit evaluation methods of cultivated land treatment projects at home and abroad,and fully consulting the relevant experts’ opinions,the comprehensive benefit evaluation and analysis of Xinjiang Production & Construction Corps cotton field residual film recovery and utilization promotion treatment project were carried out on the basis of sustainable development theory,system theory and cost-benefit theory.It can be divided into economic benefit,social benefit and ecological benefit,and 13 specific evaluation indexes are selected.By using Delphi method,analytic hierarchy process and fuzzy grouping method,and combining with the actual investigation of the project,it is concluded that the evaluation result of the project is good.The economic benefit,social benefit and ecological benefit increased in turn,which was basically consistent with the situation of Xinjiang Production & Construction Corps cotton field residual film recycling and utilization project.The selected evaluation method is correct and scientific,which can provide certain guidance and reference for the planning,management and implementation of related residual film recycling and utilization or other types of farmland management projects. |
