| Environment pollution is increasingly serious in this rapid developing world.As a country with quick development,China unavoidably has caused pollution on atmosphere environment while aiming at economic growth.Among which Beijing-Tianjin-Hebei and its surrounding areas are the key and difficult points on improving atmosphere environment,where frequently occurs serious atmosphere-pollution weather.To improve atmosphere environment,the stagger production policy was put forward,which has achieved good results in dealing with the unfavorable situation of poor atmospheric diffusion conditions,curbing the continuous deterioration of air pollution,controlling the total discharge of pollutants in the region,and improving the quality of the atmospheric environment in the Great Beijing-Tianjin-Hebei region.However,this policy influences severely on production capacity of high quality businesses,because the policy adopts a “one size fits all” approach to unify and limit production,which almost no distinction among all enterprises.In order to search effective conclusions for the Great Beijing-Tianjin-Hebei region and provide reference and inspiration for the development of the stagger production policy.Therefore,this paper,based on the implementation status of stagger production,was aimed at studying the impact of peak production policy on enterprises production capacity,analyzing policy and putting forward operating mechanism to reduce production and emission,exploring effective and differential stagger production schemes.The main contents of this paper as follows:(1)Studied the operation mechanism of the stagger production policy to reduce production and reduce emissions.First,considering the situation of homogeneous enterprises in regional enterprises,based on the regional total pollutant discharge control target,a Cournot game model with a joint constraint was proposed to study the capacity decision-making under the staggered production policy.The optimal production quantity and the according pollutant emission were obtained in the analytical expressions.In addition,the effects of the staggered production policy on the production quantity,pollutant emission,price and profits were analyzed under different unit level of the pollutant emission.Finally,the model was extended from duopoly to n enterprises for analysis.The result shows that the staggered production policy can limit the utilization of production capacity of enterprises,induce firms to decrease the production quantities,which effectively reduces the pollutant emission.With the increasing numbers of enterprises in the region,enterprises are more susceptible to the impact of the peak production policy,what’s more,the requirements for the company’s environmental technology capabilities are higher.Futhermore,it has different impacts on enterprises with different environmental technology capability levels.(2)Researched the "differentiation" of stagger production policy management issues.Considering the heterogeneous situation of regional enterprises,the paper comparatively analyzed the production capacity decision emission reduction decisions of the “one size fits all”and “differentiated” stagger-limit production methods to study the formulation of “differentiated” production-restriction ratios,and given the government the optimal strategy optimal strategy to differentiate the production.In addition,due to the lack of operable differential discharge allocation methods during peak production periods,this paper constructed a differential distribution model for total pollution control of stagger production,and distributed the output and displacement of enterprises during the stagger production period.The results show that the distribution method can alleviate the large amount of pollutants reduced during the stagger production period.The contradiction between economic efficiency loss and insufficient market supply,and maximize social and economic benefits. |
