| As an economic agglomeration phenomenon,industrial agglomeration can promote regional economic development,industrial structure upgrading and innovation ability.Theoretically,the scale effect and technology spillover effect of industrial agglomeration will improve the environmental quality,but the actual situation and environmental data show that with the rapid development of industrialization and urbanization in China,the rapid growth of pollution emissions leads to the decline of environmental quality.From the empirical analysis of previous literature,scholars have different views on the relationship between industrial agglomeration and environmental pollution.In this context,it is of great significance to study how to effectively balance economy and environment.Development Zone is an important mode of industrial agglomeration.This paper studies the impact of industrial agglomeration on environmental pollution and its impact path from the perspective of Development Zone,which has a certain reference value for further research on environmental pollution and agglomeration.The paper uses the special situation of the Development Zone in 2006 as quasi natural experiment,and studies the influence of industrial agglomeration on the air quality in the county-level region by using the dual difference method to identify the geographical location of the development zone to the county level.The results of the benchmark regression and robustness test show that the impact of industrial agglomeration on environmental pollution is significantly negative from the county level,and the establishment of development zones has indeed exacerbated the local air pollution.Moreover,the policy influence of establishing development zones in counties and municipal districts is heterogeneous,among which the impact of development zones in the city is more obvious.The empirical results show that the negative externalities of the industrial agglomeration environment are greater than the positive externalities,which results in the "energy gathering ash" results.In order to clarify the internal causes of the aggravation of environmental pollution caused by industrial agglomeration,this paper combines the industrial enterprise database and the enterprise green database to analyze the enterprise scale and the scale of pollution emission.It is found that the enterprise does not expand obviously because of the establishment of the Development Zone in terms of scale,indicating that the internal reason for the establishment of the development zone leading to the decline of air quality is not the expansion of the scale of the enterprise.But the results of the study on the pollution emission of enterprises show that the emission of pollutants from light pollution industry has increased significantly.Then,the heterogeneity test of enterprise migration and enterprise size shows that firstly,the increase of pollutant emission of light pollution industry is mainly due to the expansion of pollutant emission scale of new enterprises.Second,after the establishment of the Development Zone,the sulfur dioxide emissions of small enterprises in light pollution industries have increased significantly,while the smoke and dust emissions of large enterprises in heavy pollution industries and enterprises in light pollution industries have increased significantly.The empirical results show that industrial agglomeration does result in the "energy ash" result,and the main reason is that the new light pollution industry enterprises show the phenomenon of "centralized emission".Therefore,strict access standards for new enterprises and pollution emission standards of various industries can effectively improve the environmental quality.The research ideas and data of this paper enrich the research on industrial agglomeration and environmental problems,and provide a way to study the environmental pollution caused by industrial agglomeration,which has a certain practical role in realizing green development,circular development and low-carbon development. |
