Industrial parks are areas where industrial activities,energy consumption,emissions of greenhouse gas and air pollutants are concentrated.Power generation and heating facilities(power plants and industrial boilers)are the main consumers of energy in industrial parks.While consuming a lot of energy,it would produce a lot of greenhouse gas and air pollutants,which would seriously affect air quality and make China be faced with greater environmental pressure.Under the goal of controlling the global warming temperature within 2℃ and China’s carbon emission peak achieved around 2030,green and low-carbon is the direction for development of power generation and heating facilities in industrial parks.Therefore,it is of great significance to study the green and low-carbon synergistic development of power generation and heating facilities in industrial parks.This study takes the power generation and heating facilities in the 18 national industrial parks of Henan Province as the research objects.According to the activity level data of power generation and heating facilities in 2017,the emission inventory of energy-related CO2 and a variety of air pollutants(SO2、NOx、CO、PM10、PM2.5、VOCs and NH3)of power generation and heating facilities in the national industrial parks of Henan Province is established.After that,the baseline scenario,energy structure adjustment scenario,energy efficiency improvement scenario,waste heat recovery scenario and best available end-of-pipe technologies scenario were set to estimate the emission reduction potential of CO2 and air pollutants under different scenarios in 2030.Based on the synergistic benefit evaluation method,the synergistic emissions reduction effect of CO2 and air pollutants emission is quantified.The research results show that:(1)The power generation and heating facilities of the 18 national industrial parks in Henan Province are the main energy consumers of the parks.Power plants are the main sector of energy consumption in the power generation and heating facilities,and coal is the main type of energy.Coal-fired boilers are the main ones in power station boilers,among which the number of coal-fired boilers below 30 MW is the largest,accounting for 45%of the total.Industrial boilers are mainly coal-fired boilers and gas-fired boilers.Among them,the number of coal-fired industrial boilers with capacity of 19-38 t/h is the largest,accounting for 51%of the total.(2)In 2017,the total emissions of CO2,SO2,NOx,CO,PM10,PM2.5,VOCs and NH3 from power generation and heating facilities of national industrial parks in Henan Province are 21745,10,22,23,4,2,2 and 0.2 kilotons,respectively.Among them,the power plants are the main emitters of pollutants,contributing over 83%of all pollutants.Coal combustion is the biggest contributor to greenhouse gas and air pollutants,accounting for more than 93%of total emissions.Puyang Economic and Technological Development Zone,Luohe Economic and Technological Development Zone,Luoyang Economic and Technological Development Zone,Hongqiqu Economic and Technological Development Zone and Zhengzhou High-tech Zone emit more greenhouse gas and air pollutants,while Xinxiang High-tech Development Zone,Anyang High-tech Development Zone and Zhengzhou Airport Zone emit relatively fewer pollutants.(3)Among the energy structure adjustment scenario(EAS),energy efficiency improvement scenario(EEI),waste heat recovery scenario(WHR)and best available end-of-pipe technologies scenario(BAT),the BAT has the best effect on reducing SO2,NOx,PM10 and PM2.5,while EEI has the best effect on reducing CO2,VOCs,CO and NH3 compared with the baseline scenario.Puyang Economic and Technological Development Zone,Luohe Economic and Technological Development Zone and Luoyang Economic and Technological Development Zone have the largest emission reduction potential.(4)From the perspective of collaboration,the synergistic effect of EEI and WHR is very well.On the whole,the synergistic effect of EEI(tanα=661 and ElsCO2/LAP=1.15)is better than ESA in power plants;In industrial boilers,the synergistic effect of WHR(tanα=576 and ElsCO2/LAP=1.05)is relatively better.This research provides reference for the green and low-carbon development of power generation and heating facilities in other industrial parks.
