Traffic Noise Pollution Loss Based On Hedonic Price Method Value Evaluation

As an important part of the environment,acoustic environment is closely related to all aspects of residents’ lives.Noise pollution harms people’s health and brings value loss.The acoustic environment system has the characteristics of "invisible".As urban public goods,its economic value is invisible,and there has been serious external diseconomy for a long time.It is difficult to measure the loss caused by traffic noise pollution directly in monetary form.It is of great theoretical and practical significance to study the value of traffic noise pollution loss and determine the marginal loss of traffic noise pollution.In this paper,Taiyuan City is taken as the research area,road traffic noise and railway transportation noise are selected as the research objects,and the value of traffic noise pollution loss in Taiyuan City is studied by the characteristic price method,and the impact of traffic noise pollution on housing price is used as a bridge to monetize the value of traffic noise pollution loss.Firstly,the noise data of residential buildings are obtained through field monitoring,and the noise distribution of residential buildings is analyzed.Then,the marginal effect of traffic noise is obtained by using the characteristic price method,and the loss value of traffic noise pollution in Taiyuan is estimated.The results show that:(1)The equivalent sound level of houses near roads is between 55.6 and 66.4 d B,while that of houses not near roads is between 42.8 and 54.4 d B.Some residential sample points exceed the standard 55 d B;of Class 1 sound environment functional area;According to the monitoring results of railway transportation noise,the closer the distance from the railway center line is,the higher the equivalent sound level is.The maximum equivalent sound level in the selected residential sample points is 74 d B,and the minimum equivalent sound level is 43 d B.The noise of most residential buildings near the railway exceeds Class I standard by 55 d B.(2)From the perspective of road traffic noise,it is found that the building area,floor,orientation,elevator,floor area ratio,greening rate,transportation facilities,educational facilities and distance from hospital all have a significant impact on the housing unit price,and there is a negative correlation between road traffic noise and housing unit price,that is,the greater the noise,the lower the housing unit price,that is,the road traffic noise pollution will bring value loss to a certain extent,but the regression result is not significant,which leads to the road(3)From the perspective of railway transportation noise,it is found that the building area,floor,decoration,elevator,age,floor area ratio,greening rate,transportation facilities,education facilities,distance from hospital and supermarket all have a significant impact on the unit price of residential buildings,and there is a significant negative correlation between railway transportation noise and the unit price of residential buildings around railway.The regression coefficient of noise variable is-0.246.Based on this,the value of noise pollution loss in railway transportation is estimated by using the estimation formula,and it is found that the value of pollution loss is 50.8 yuan/square meter when the noise value increases by one unit(1d B).The influence range of value loss caused by noise pollution in railway transportation is about 500 m.Finally,based on the above research,the corresponding countermeasures and suggestions are put forward.In the aspect of noise pollution prevention and control:(1)Using this measurement tool,the noise tax is reasonably collected;(2)Prevention measures of road traffic noise and railway transportation noise;(3)Strengthen the publicity and education of noise pollution hazards,and arouse people’s attention to the quality of sound environment.In the aspect of subject,some suggestions are put forward for three different subjects: government departments,developers and consumers.
