| The carbon emissions trading system belongs to an important field of regulatory economics-environmental regulation,and is one of the important means of government environmental regulation,and it is an incentive environmental regulation means.In 2020,General Secretary Xi Jinping announced a series of goals for my country’s carbon peak and carbon neutralization at the 75 th United Nations General Assembly.China strives to expand the scope of carbon emissions trading to energy-intensive industries such as petrochemicals,chemical raw materials and chemical product manufacturing during the "14th Five-Year Plan" period,and to achieve Green and low-carbon transformation during the "14th Five-Year Plan" and "15th Five-Year Plan" period.Therefore,evaluating the green development effect of carbon emissions trading pilot policies is of great significance to the future development of energy-intensive industries in China.Based on the research results at home and abroad,this article reviews the connotation and practice of carbon emission trading pilot policy and green development effect.Secondly,the mechanism of green development effect of carbon emission trading and the conduction path of environmental regulation to green development effect are analyzed.Again,on the analysis of carbon emission reduction potential,carbon emission intensity two angles to analyze the emission reduction effect of energy-intensive industries in China;using super-efficiency-SBM-Malmquist to measure green total factor productivity,The energy-saving effect of energy-intensive industries is analyzed from three aspects: national level,carbon emission trading pilot and seven regions.In order to further study the effect of carbon emission trading pilot policy,a fixed effect double difference model is constructed from the perspective of emission reduction effect and energy-saving effect,and the robustness test is carried out by using PSM-DID.Finally,according to the theoretical analysis and empirical test,it is concluded that :(1)the pilot policy of carbon emission trading has a significant impact on carbon emission reduction in energy-intensive industries,but not on energy-saving effect.At present,the development mode of our country relying solely on resources is not suitable for the current green development situation,and the energy intensive industry in our country still has a great room for progress.(2)By drawing on the experiences and practices of the most energy-efficient cities,China’s energy-intensive industries can achieve carbon reduction targets.(3)In the context of the implementation of the pilot policy on carbon emissions trading,the realization of carbon emission reduction in China’s energy-intensive industries is mainly due to technological progress,carbon quota trading,rather than to green technological efficiency.In view of the research results and conclusions of this paper,the corresponding countermeasures and suggestions are put forward from four aspects: constructing low carbon energy system,paying attention to continuous macro-control,perfecting carbon emission trading system and promoting carbon emission reduction coordinated governance. |
