| "Quanzhou Bay Cross-sea Bridge" was built in August 2010,in May 12,2015 was officially opened to traffic.This project directly shortens the distance between Quangang and Huian to Shishi,which is an important part of Quanzhou Bay Expressway.The completion of the cross-sea bridge has shortened the time of perfecting the Haixi Expressway network.The cross-sea bridge strengthens the traffic links between Quanzhou’s various areas,accelerates the coordinated development of regional economy and society,and is of great strategic significance to promote the formation of Quanzhou Bay-type cities.At present,there are three harbor areas in Quanzhou Bay,such as "Houzhu Port","Shihu Port" and "Jinjiang Inner Harbor".Among them,Houzhu Port and Jinjiang Inner Harhor are located in the inner waters of Quanzhou Bay.In other words,the ship anchored the port of Houzhu Port,Jinjiang Inner Harbor,you must navigate the Quanzhou Bay Cross-sea Bridge,The original channel is not well-off,so the ten thousand-ton ship must take the tide after the port of Houzhu.The bridge project set up to increase the risk of navigational navigation.In recent years,the ship hit the bridge accident frequency has occurred,resulting in greater economic and social effects.The result of the research can reduce the accidents and increase efficiency of port.This paper introduces Formal Safety Assessment Methodology(FSA)procedure to evaluate the risk of ship navigation at Quanzhou Bay Cross-sea Bridge.Firstly,we take the “Man,Machine,Environment,Management(MMEM)” model as the start point,use expert interviews and questionnaire survey,and set up the independent dangerous indexes of the ship navigation Quanzhou Bay sea-crossing bridge,and then the general framework of the sub-factors.Secondly,AHP is used to calculate the weight of each index,and the evaluation system is established by using the method of risk assessment at home and abroad.Thirdly,the evaluation system is established by means of fuzzy mathematics.The dynamic model of the main navigable hole dynamics,thus giving safety advice to the ship.Finally,according to a voyage example to verify the credibility of the establishment of mathematical dynamic model,according to the proposed safety navigation recommendations and decision-making. |
