| In chemical project management,the effective management of project schedule is the key factor to determine the success or failure of a project.In the whole process of the project,the owner’s schedule management of the chemical project runs through the whole process of the project construction,including all stages of design,procurement,construction,completion and delivery.In today’s era,Chemical projects in China are at a critical stage of the transfor-mation between old and new driving forces.Chemical projects are becoming more complex,and the scale of chemical enterprises is also becoming larger and larger.However,for most chemical enterprises at present,the owner is faced with the follow-ing problems in schedule management:(1)Lack of schedule plan that can enable the internal and external interaction between the owner and the contractor,(2)In the own-er’s internal schedule management,there is a lack of reasonable schedule organization and control measures,(3)There is a lack of effective schedule coordination and control means in the schedule management of the contractor by the owner.This paper focuses on the owners of chemical projects,puts forward the measures that should be taken by the owners in schedule management,and based on this,puts forward the schemes and methods to improve the owners in schedule management,which has the significance of practical guidance and professional guidance for the own-ers of chemical projects in schedule management.In this paper,with the help of the HM company practice experience,in view of the HM company as the owner of the internal departments of schedule management and HM company as a property of the contractor’s project schedule management analysis and research.(1)In the HM company as the owner in project schedule management,put for-ward to make the owner to the contractor implementation schedule of internal and ex-ternal interaction between hierarchical management method,analysis of key manage-ment tasks of each layer schedule to schedule respectively in each layer milestone method,network diagram method is presented in this paper,the principle of elastic method for preparation of requirement(2)In the progress of the internal department on the HM company as owner party organization and control,optimize the owner company’s current organizational structure,set up the new progress and give the schedule management and coordination by the ad-ministrative departments of responsibility,make them give full play to the role in the progress of the company internal management,at the same time developed a on the ba-sis of "this law",highlight the key node assessment of the progress of the project pro-gress,is more advantageous to the project schedule control.(3)In terms of HM’s coordination and control of the contractor’s schedule as the owner,it established a schedule coordination mechanism with the joint function of tar-get coordination and organization coordination.At the same time,in order to ensure that the whole project is completed on time,this paper discusses the use of critical path management method,when the critical path event deviation,the use of the earned value method controls the contractor’s schedule.Finally,through the practical application case of HM Company’s DI chemical pro-ject,the effectiveness of the management method and method proposed in this paper is illustrated,so as to provide support for the company’s future project management and provide reference for other chemical projects that adopt owner management mode. |
