Empirical Analysis On The Impact Of Foreign Direct Investment(FDI) On Environmental Pollution In Huanbohai Economic Zone

Economic development and ecological environment are closely linked,and environmental pollution has become an important issue in the process of economic development.With the acceleration of international capital flow,the potential relationship between foreign direct investment(FDI)and environmental sustainable development has begun to appear.The impact of FDI on the host country’s environment has become a hot issue in academic circles.Huanbohai region is the third largest economic zone in China,with its unique geographical advantages,it provides a benefit environment and conditions for the development of Bohai Rim regional economy and the development of domestic and foreign economic cooperation in various fields,and becomes a new investment hotspot for overseas merchants.In the past 20 years,the growth rate of FDI in Huanbohai region ranks the top in China,and environmental problems are gradually exposed.Therefore,it is of great significance to study the impact of FDI on environmental pollution in Huanbohai region.The purpose of this paper is to provide policy suggestions for the coordinated development of FDI and environment through the theoretical analysis and empirical research on the relationship between FDI and environmental pollution in the Huanbohai region.Firstly,this paper summarizes the research results of scholars at home and abroad,and uses the research methods and conclusions of above to reference to guide the research direction and methods of this paper.Secondly,by combing the relevant theories of FDI impact on the environment(such as pollution shelter hypothesis,product life cycle theory,marginal industry theory,Porter hypothesis)and the mechanism of FDI impact on the environment(scale effect,structure effect,technology effect,regulation effect)as the theoretical guidance for the empirical analysis.Thirdly,the paper analyzes the current situation of FDI from its scale,regional location,source,investment mode and industrial structure and environmental pollution from three dimensions of solid-liquid gas pollutants in the Huanbohai zone.The comprehensive index of environmental pollution in the Huanbohai region is constructed with the help of entropy method to reflect the whole of physicalpollution in Huanbohai zone over the years.Based on the analysis of the current situation,the conclusion is that the scale of FDI in the Huanbohai region is gradually expanding with the aggravation of pollution.Then,based on the data of prefecture level cities in the Huanbohai economic zone from 2003 to 2017,the panel data empirical analysis is carried out to measure the impact of FDI on environmental pollution in the Huanbohai region.The empirical results show that the inflow of FDI in the Huanbohai region aggravates environmental pollution,confirming the existence of the "pollution shelter" hypothesis.Finally,according to the conclusion of empirical analysis,the paper raises practical policy suggestions: appropriately control the size of foreign investment and improve the quality of capital introduction,actively adjust and optimize the structure of capital introduction,vigorously introduce clean energy technology of FDI,while promoting the economic growth of Huanbohai region,reduce the emissions of pollutants,and achieve green and sustainable development.
