| The current ecological environment in China is severe and has become a bottleneck for economic growth and social development.The international environment in which China is located determines that it is impossible to solve environmental problems by transferring pollution to relatively backward countries.Only technological innovation is a practical and responsible approach to pollution control.Environmental regulation is a policy tool that aims to improve the environment.Effective environmental regulation can not only protect the environment by controlling,reducing pollution emissions,but also stimulate technological innovation and obtain the innovative compensation effect of environmental regulation.If appropriate environmental regulation tools can be selected to further explore the effect of technological innovation,it will contribute to the realization of China’s social and economic sustainable development,thus promoting the construction of ecological civilization.This dissertation analyzes the changes of China’s environmental regulation tools,and analyses the relative importance of various environmental regulation tools in China at the present stage.On this basis,three environmental regulatory tools are incorporated into the Cournot model,and the impact mechanisms of different environmental regulations on technological innovation are discussed.The technological innovation effects of different environmental regulations are also studied.Based on China’s provincial panel data,this dissertation examines the differences in the impact of different environmental regulation tools on different technological innovation,and finally puts forward policy suggestions on the basis of theoretical and empirical analysis.The results show that:(1)Command-and-control environmental regulations are of the highest relative importance in China at the present stage,followed by voluntary participation environmental regulations,and market incentive environmental regulations are of the lowest relative importance.(2)The command-and-control environmental regulation mainly influences the technological innovation through cost extrusion and forcing mechanism,entry and exit mechanism,push and pull mechanism.Market incentive environmental regulation plays a role in technological innovation mainly through price transmission mechanism,demand conversion mechanism and wealth transfer mechanism.Voluntary participation environmental regulation mainly affects the technological innovation through external and internal dynamic mechanisms.(3)The technological innovation effect of environmental regulation tools is composed of direct and indirect effect.Abatement cost is an important factor to determine direct effect.The slope of anti-demand curve has an important influence on indirect effect.The ranking of technological innovation effect is not certain,and it will change according to the characteristics of regulated objects and regulated industries.However,in general,the innovation effect of voluntary participation environmental regulation is stronger.(4)The effects of command-controlled environmental regulation tools on pollution control technology innovation,clean production technology innovation,and energy-saving technology innovation are inverted U-shaped,U-shaped and inverted U-shaped,respectively.Market-incentive environmental regulation tools have no significant impact on pollution control technology innovation and clean production technology innovation,and the impact on energy-saving technology innovation is U-shaped.The effects of voluntary participation environmental regulation tools on pollution control technology innovation,clean production technology innovation,and energy-saving technology innovation are inverted U-shaped,U-shaped and U-shaped.The main innovations of this dissertation are as follows: First of all,different from the previous literatures which only studied the influence mechanism of overall environmental regulation on enterprise technology innovation,this dissertation classifies and explores the influence mechanism of environmental regulation on technological innovation according to the characteristics of different environmental regulation tools.Secondly,the dissertation puts the voluntary participation environmental regulation and other two environmental regulations into the unified theoretical analysis frame,tries to construct the mathematical model of the technological innovation effect of the voluntary participation environmental regulation to obtain the comparison result of the technological innovation effect of the three kinds of environmental regulation theoretically.Thirdly,based on the idea of kaya identity,technological innovation is divided into pollution control technological innovation,clean production technological innovation and energy conservation technological innovation,and the differences of impact of environmental regulation tools on the three technological innovations are estimated by using econometric model. |
