| PPP(Public-Private Partnership)is a mode of project operation in public infrastructure,that is,government and social capital cooperation.In this model,the government adopts a competitive way to choose social capital with investment and operation management ability in the field of public services.Both sides conclude contracts according to the principle of equal consultation,and social capital provides public services.The government pays consideration to social capital according to the results of public service performance evaluation.PPP is not only a means of financing,but also a reform of system and mechanism,involving the reform of administrative system,financial system and investment and financing system.Water is the source of life,and water environment control is an important part of environmental pollution control.With the formal landing of the "Ten Articles of Water" policy promulgated by the State Council,the investment is expected to exceed 2 trillion yuan.However,under the circumstance that the traditional local governments provide water environment treatment alone,there are some drawbacks such as heavy debt pressure,insufficient technology and inefficient management of local governments.Therefore,it is imperative to introduce a new governance model.This paper combines the current hot spots,using literature analysis,case analysis and other research methods,taking the financing problem of sewage treatment project under PPP mode as the breakthrough point,through learning the relevant research results of PPP financing at home and abroad,collects,collates and summarizes the experience and shortcomings.Facing the current situation of financing of sewage treatment project under PPP mode,this paper intends to make a deep understanding and study of YW sewage treatment project,and draw some inspiration through case analysis,hoping to provide reference for the future application of PPP financing mode in sewage treatment industry.In order to promote PPP financing mode in wastewater treatment industry,it is necessary to draw lessons from failures,draw lessons from successful experience,explore,develop,innovate and improve financing mode continuously so as to contribute to the healthy development of wastewater treatment industry,so as to continuously improve the quantity and quality of wastewater treatment services and speed up the solution of water pollution problems.Improve the living environment,promote the sustainable development of our economy and society. |
