Study On The Efficiency Of Air Pollution Control And Its Influencing Factors In Fenwei Plain

China’s rapid economic growth is accompanied by serious environmental pollution,so the prevention and control of environmental pollution is urgent.In recent years,China has made great efforts to control air pollution,but the problem of regional air pollution is still serious.Taking the Fenwei plain which was included in the key area of air pollution control in 2018 as an example,in recent years,a number of indicators of air pollutants in this area have rebounded significantly,with a serious trend of rising instead of falling.The concentration of PM2.5 is even higher than that in the Yangtze River Delta,which is the same as that in Beijing,Tianjin and Hebei.In addition,the area itself is located in the northwest,and the ecological environment is relatively fragile,resulting in worse atmospheric environment.Although the cities in the region actively carry out the air pollution control work,the air pollution problem is increasingly serious,so it is necessary to analyze the current situation of air pollution control efficiency in the region.In this paper,firstly,the government,enterprises and the public select indicators to build an indicator system,and use the PSR-PCA method to measure the air pollution treatment efficiency of 11 cities in Fenwei plain from 2014 to 2018.Secondly,based on the calculation results of air pollution treatment efficiency,the key factors affecting the air pollution treatment efficiency are explored.Finally,the air pollution treatment efficiency and key factors are proposed corresponding policy suggestions.The results show that: the efficiency of air pollution control in Fenwei plain is decreasing continuously,and the decreasing range is large;from the perspective of government behavior,the results show that the greater the government financial decentralization,the lower the efficiency of air pollution control,and the government environmental control can effectively improve the efficiency of air pollution control;combined with the economic development of Fenwei area,it proves the level of economic development Industrial structure,transportation structure and population structure will also affect the efficiency of air pollution control.Therefore,in order to improve theefficiency of air pollution control and air environment in Fenwei plain as soon as possible,the local government should establish a sound financial decentralization system,improve the government’s attention to environmental governance,strengthen the joint prevention and control among regions;on the other hand,it should accelerate the transformation and upgrading of industrial,energy and transportation structure,and give full play to the advantages of each city to promote the coordinated development of economy.
