Study On Water Pollution Control Efficiency In Anhui Province

Since China's reform and opening up,the industry develop rapidly,but the traditional extensive of unbalanced,uncoordinated and unsustainable development pattern caused great damage to the environment,due to the scarcity of water resources and growing scarcity problem,more and more scholars focus on issues related to water resources research.The water challenge facing China is mainly: water shortage,per capita freshwater resources in China are only a quarter of the world's freshwater resources,and the spatial and temporal distribution is uneven.Water pollution is serious,according to the 2016 China environmental bulletin,the water quality evaluation of groundwater is generally poor in 2016,three nitrogen pollution is heavy,and heavy metal pollution and poisonous organic chemicals pollution exist in some areas.As of 2015,the overall water quality of river and lake reservoirs in Anhui province was still mildly polluted,11% of the surface water monitoring section is seriously polluted.There are still many black and smelly water bodies in urban areas.Rural non-point source pollution has not been effectively managed and there are safety hazards in some drinking water source areas.There are few researches on the efficiency of water pollution control in Anhui province.It cannot provide scientific basis for water pollution control.Therefore,this paper studies the water pollution control in Anhui province.Firstly,this paper introduces the basic theories of environmental externality,environ--mental governance investment,environmental governance investment efficiency and factors influencing the efficiency of environmental governance.Then this paper analyze the current situation of water pollution and water pollution control in Anhui province.Finally this paper evaluate water pollution governance efficiency in Anhui province by data envelopment analysis and total factor productivity index,and study the influence factors of water pollution control efficiency in anhui province through regression analysis.The research results show that water pollution governance efficiency of Anhui province in the last four years failed to meet DEA effective,there is insufficient output.Total factor productivity improves modestly because the system and management level of water pollution control work need to be improved,and the technical level need to be improved too.According to the analysis results of environmental governance efficiency and totalfactor productivity index of Anhui cities,16 cities in Anhui province are divided into three categories according to the efficiency of water pollution control.The main reason for the decline in total factor productivity of 11 cities is low technical level.Based on the analysis of Anhui and 16 cities,Anhui water pollution control work in the future on the one hand,should pay attention to the introduction of new technology and related technical personnel training,on the other hand should improve the scientific management and the system level and expand investment scale appropriately.According to Tobit regression results,the levels of economic development,population density and urbanization level have a positive impact on water pollution control efficiency.Industrial structure and trade openness have opposite effect on water pollution control efficiency.The impact of industrial structure,urbanization level and trade openness on water pollution control efficiency is relatively high.Finally,the policy suggestion are put forward according to the analysis results.
