In order to enhance the enterprise’s risk management and ability to respond to emergencies,the "Thirteenth Five-Year Plan" National Informationization Plan puts forward that the safety production supervision information system and safety production emergency monitoring platform should be vigorously constructed.The construction of the safety production information system came into being at the historic moment.The port safety production information system applies various information technology,such as cloud computing,big data analysis,GIS,GPS,etc.,to the safety management of the port.According to the safety management standards and system specifications of port enterprises,build a unified platform suitable for port safety management,realize the full coverage of business in the system and the large integration of safety production data resources,and improve the level of port safety management.This thesis focuses on a large port.The port is located at the estuary of the Haihe River on the west bank of the Bohai Bay,and is strategically located at the intersection of the Beijing-Tianjin urban belt and the Bohai Rim economic circle.The safety production accidents occurr,the port needs to strengthen the safety risk analysis and safety management of dangerous goods.This paper adopts methods such as on-site investigation,literature investigation and comparative analysis,and proposes optimization measures on the basis of deep research on the current status and problems of the port’s in-use system and the information construction related document requirements.The specific work includes the following aspects:1.Analyze the current status of the construction and use of the system,and sort out the division of responsibilities and business needs of the current safety and environmental protection department;2.Based on the requirements of documents and the construction experience of other ports,analyze the problems in the overall construction and sub-system construction of the in-use system;3.Based on sufficient deficiencies analysis and demand analysis,the system will be optimized and upgraded.The modules such as "fire protection","environmental protection",and "emergency" will be added to the system,and the risk classification management system will be newly constructed.The optimized system embodies the dual prevention mechanism,achieves full coverage of safety-related businesses,and realizes all-round and all-weather information management of ports.It not only has a reference for the construction and development of the safety production information system of the port later,but also has certain reference value for other large ports or large production enterprises to build safety management systems or safety production information platforms.
