Study On The Application Of PPP Model In Rural Sewage Treatment

The treatment of rural domestic sewage is one of the key tasks and difficulties in the treatment of rural human settlements.Compared with the city,there are many obstacles to sewage treatment in rural areas because of inconvenient transportation,limited economic level,large funding gap and so on.The increasing rural domestic sewage has seriously damaged the village environment and affected the daily life of the villagers.In order to improve the present situation of rural sewage treatment,it is difficult to meet the needs of the development of the current situation by relying solely on farmers or on the strength of the government alone.Under this background,how to make the rural domestic sewage be effectively treated,attract more subjects to solve the rural sewage treatment problem,innovation suitable for rural public infrastructure operation mode has become a prominent problem,both in theory and practice have important research significance.HeartCompared with the previous application of PPP model to rural sewage treatment,the innovation of this paper lies in the participation of the government and the private sector in rural sewage treatment,the expansion of the tripartite main body of the government,the private sector and the villagers to participate in the rural sewage treatment,and the guarantee for the smooth operation of the project through the identification of the villagers’ main body and the play of the functions of the grass-roots organizations.This is related to the increasing awareness of modern rights and political participation of the villagers.The polarity is consistent,and the villagers,as the direct beneficiaries of sewage treatment,also hope to contribute to the improvement of the current village environment and jointly promote the development of the village.The author believes that under the background of the development of market economy,it is more and more important to explore the potential of micro-subjects in the market.Through the joint participation of the government,the private sector and villagers,sewage treatment facilities should be established for rural areas in order to better meet the growing demand for public infrastructure in the construction of new rural areas.In the aspect of empirical research,on the basis of the conventional sewage treatment measures,this paper puts forward the implementation root frame of the rural river water treatment PPP project,and applies it to the sewage treatment of H village.First of all,in view of the present situation of sewage treatment in H village,through field investigation and analysis of the present situation,the sewage treatment mode suitable for H village is established:then combined with the village characteristics of H village,the operation mode and distribution mechanism of PPP mode are further adjusted,and the implementation of sewage treatment measures is evaluated.Finally,compared with the actual sewage treatment practice and the results of government inspection,In this paper,the construction of sewage treatment model is more reasonable and practical,and has a certain use value.
