Research On Government Supervision Performance Evaluation And Promotion Countermeasures Of Urban Natural Gas Industry ——Take Hangzhou As An Example

In recent years,as the country put forward the strategic goal of “carbon peak and carbon neutrality”,high-quality clean energy such as natural gas is ushering in a period of opportunity for rapid development.Under the general background of the reform of the oil and gas industry,the government supervision mechanism also needs to be optimized and improved to meet the development needs after the reform.Our country's oil and gas system reform was proposed in 2017.At present,domestic scholars have done less research on natural gas system reform.This article mainly focuses on the optimization and improvement of government regulatory mechanisms in the context of natural gas system reform.Discuss relevant reform measures to provide government guarantees for the reform of the natural gas system.This thesis takes the government supervision of the natural gas industry in Hangzhou as the research object,and constructs a city gas industry government supervision performance evaluation system including two dimensions of economic supervision and social supervision,includes six secondary indicators including price regulation,market regulation,franchise status regulation,safety regulation,corporate gas supply guarantee capacity regulation,and service quality regulation,as well as pricing mechanism,price linkage,price execution,access mechanism,competition mechanism,exit Mechanism,mid-term evaluation of corporate franchising,safety accidents,emergency handling capabilities,emergency reserve capabilities,universal gas supply,service convenience,citizen satisfaction and regular security inspections,and 14 three-level indicators of urban natural gas industry government supervision performance evaluation system.And through questionnaire surveys,franchise mid-term third-party evaluation results,statistical yearbooks,consulting government regulatory data and other methods to collect the corresponding data of various indicators,and conduct item-by-item analysis to achieve an overall evaluation of government regulatory performance.Through the evaluation,it is found that there are problems such as imperfect laws and regulations in the urban natural gas government supervision,serious fragmentation of the supervisory system,lack of government supervision in some key areas,and insufficient independence and authority of the supervisory agency.It also proposes the need to improve the government supervision performance of the urban natural gas industry.This can be done in terms of improving the legal and policy system,optimizing the pricing mechanism,improving the market competition mechanism,scientifically setting up regulatory agencies,and advancing digital supervision.
