In today's society,the level of network information technology,automation and intelligence affects the innovation and reform of all walks of life.As the pioneer of reform,the three giants of petroleum and petrochemical have established human resource shared service systems,started regional pilot projects in branches all over the country,and achieved great achievements;However,in the process of exploring and practicing the pilot,we also found many deficiencies,which need to improve the mechanism according to local conditions.Therefore,the author studies how to optimize the application of enterprise human resource shared service mode based on the three pillar model under the background of taking into account the characteristics of petroleum enterprises,so as to achieve the objectives of optimizing personnel organization,cost saving,improving service efficiency and service quality,and promoting enterprise development,which is the core purpose of this research.By investigating the development status of human resource shared service in s petroleum enterprise,this paper makes a comprehensive questionnaire survey and cause analysis on the existing problems,and improves the construction and application of human resource shared service model from the aspects of model application,core elements,function positioning and function definition,business process design,personnel allocation and development channel.This paper also studies the role and effect the service center played in reforming human resource management,and summarize new practices and new means of the company's service model.Considering characteristics of petroleum industry,this paper constructs s petroleum enterprise human resource shared service center that based on concept of shared service,to gradually reduce inefficiency in traditional human resource management and realize effective management,thus produce scale effect.It also does some help for human resource shared service center to assist enterprise strategic transformation,and better serve the enterprise client.
