The Establishment And Empirical Research Of The Evaluation System For The Comprehensive Abilities Of The Food And Drug Inspection And Testing Institutions In Guangxi

ObjectiveAccording to the current situation of comprehensive capability of the food and drug inspection and testing institutions in Guangxi and referring the domestic and foreign situations,we constructed the evaluating index system on comprehensive abilities of the food and drug inspection agency.In this study,the municipal food and drug inspection and testing institutions of Guangxi were used as evaluation units.Based on these assessment units,we established a comprehensive capacity evaluation model so as to provide a unified standard for comprehensive ability evaluation of the food and drug inspection agencies in Guangxi,also to provide a reference for the food and drug inspection agencies elsewhere in the country to assess.Methods1.Through the literature analysis,special topic group discussion to draft the evaluating index system of comprehensive abilities of the food and drug inspection and testing institutions in Guangxi.2.Through the Delphi method to determine the indicators of comprehensive evaluation system of the food and drug inspection and testing institutions in Guangxi;the weight of each indicator was determined by the AHP.3.Comprehensive scoring method and RSR method were used to construct an comprehensive abilities evaluation model;the empirical research on the establishment of evaluation index system.Results1.Construction of evaluating index system on comprehensive abilities of the food and drug inspection and testing institutions in Guangxi,and determine the weight of indicators.(1)The evaluating index system of comprehensive abilities of the food and drug inspection and testing institutions in Guangxi was established by way of literature analysis,special topic group discussion and Delphi method,included six-level indicators,which were essential conditions,management system,detection capability,work performance,scientific research,degree of satisfaction;16 secondary indicators,were infrastructures,Instruments and equipment,funds,personnel status,etc;35 third level indicators,were total area,laboratory area,financial appropriation,business income,etc.(2)In the 2 round of expert consultation,in which 17 experts in the first round and 16 experts in the second round,positive coefficients were 88.24% and 100% respectively,indicating experts' high level of cooperation;the authority of Delphi consulting experts is 0.81,indicates that the authority of experts is higher.(3)six-level indicators on the basic conditions,management system,testing capabilities,work performance,scientific research,satisfaction of the weights were 0.1898,0.1233,0.2280,0.1915,0.1551,0.1124.2.The empirical study verifies the evaluation system is scientific and practical.The comprehensive scoring method and weighted rank sum ratio method were used to evaluate 8 food and drug inspection agencies in Guangxi,as well as ranking the evaluation outcome.Empirical research found that the results are basically consistent with the results of the two methods.The result of comprehensive scoring method:excellent(Beihai institute),good(Yulin institute,Nanning institute and Guilin institute),fair(Wuzhou institute and Liuzhou institute),fairly bad(Baise institute and Hechi institute).The result of weighted rank sum ratio method : excellent(Beihai institute),good(Yulin institute,Nanning institute and Guilin institute),fair(Wuzhou institute),fairly bad(Liuzhou institute,Baise institute and Hechi institute).This indicates that the evaluation index system we constructed has a certain stability and rationality.ConclusionThis study explores to build a set of scientific,suitable and convenient operation of the construction of evaluating index system of comprehensive abilities of the food and drug inspection and testing institutions in Guangxi.The weight value of the first-level indicators is the "detection ability","work performance" and "basic condition" in the top three,"detection ability" weight value of the first one reflects that it is the core of the inspection and testing organization.The results of evaluation reflected the reality of the institutes objectively,the practicability of the evaluation system of verified,and provided data support for the extension and application of index system.
