The coal and gas outburst accident is a coal mine accident with the most complex influencing factors,the most difficult prevention and the heaviest disaster loss,and it is the focus and difficulty of coal mine disaster prevention.Therefore,in order to prevent coal and gas outburst accidents,an outburst prevention system with two “four-in-one”comprehensive outburst prevention measures as the core has been established.However,safety is relative and cannot completely eliminate unexpected accidents.Coal and gas outburst accidents It happened.Therefore,exploring a set of index systems and evaluation models suitable for evaluating the emergency rescue capabilities of coal and gas outburst accidents is essential for improving the emergency rescue capabilities of coal mine enterprises and improving the emergency rescue system.In this way,this article uses the literature research method,the normative research method and the model evaluation method to construct an index system and evaluation model for the emergency rescue capability of coal and gas outburst accidents and conduct empirical analysis.The main results are as follows:(1)The basic laws of coal and gas outburst accidents are studied.On the basis of analyzing and summarizing relevant literature,engaged in the monitoring of coal and gas outburst hazards before,mobilizing manpower and resources during the incident to carry out emergency rescue work and post-event recovery,etc.,proposed the concept of emergency rescue capability for coal and gas outburst accidents;statistical analysis21 major and above coal and gas outburst accidents and accident investigation reports,further sort out the main reasons for coal and gas outburst accidents;count 93 coal and gas outburst accidents,from the dimensions of accident type,geographical distribution,time,and outburst location Analyze and summarize the rules of coal and gas outburst accidents;through analyzing accident cases,put forward the principles,techniques and methods of emergency rescue for coal and gas outburst accidents.(2)Constructed the evaluation index of emergency rescue capability for coal and gas outburst accidents.Through the three stages of literature research,enterprise survey interviews,opinion solicitation,sample testing and questionnaire determination,a questionnaire with indicators was designed and completed.Use SPSS software to analyze the reliability and validity of the questionnaire to ensure that the questionnaire is true and reliable.On the basis of the reliability and validity test of the questionnaire,SPSS software was used to analyze the correlation between various indicators,and the first-level and second-level indicators were screened out.On the basis of consulting experts again,the first-level indicator "intelligence analysis capability" and 4 secondlevel indicators have been added.Finally,an indicator system of 5 first-level indicators and 24 second-level indicators is formed.(3)An evaluation model of emergency rescue capability for coal and gas outburst accidents was constructed.Put forward the index evaluation standard to provide the basis for the quantification of the index;through the comparison of the advantages and disadvantages of the emergency rescue capability evaluation method,the fuzzy comprehensive evaluation method is selected;in view of the problems of the traditional analytic hierarchy process,the improved analytic hierarchy method is proposed to determine Index weight,and use the entropy method to modify the index weight,and finally determine a more scientific and accurate index weight.(4)Empirical analysis.Based on the above evaluation model,a qualitative index evaluation questionnaire for emergency rescue capability of Qianjiaying Coal and Gas Outburst was designed.After evaluation by experts who are very familiar with on-site coal and gas outburst accidents,and using model calculations,it is concluded
