Economic development dependents on coal resources for a long time in China to always make the string of coal safety tight, so that sudden accidents occurs frequently, which causes enormous casualties and property losses. Sudden incident occurs suddenly, which could not have been foreseen and eliminated in advance. However, normative emergency management system can effectively cope with sudden accident, reduce the consequences. Only emergency management system of coal mine is improved, and its emergency rescue capability is constantly raised in order to play a decisive role in the process of rescue. Therefore, study on emergency rescue capability of coal mine evaluation is strengthened in order to standardize emergency management system, which has important practical significance.Coal mine emergency rescue capability is used as the breakthrough point for further study. First, evaluation index system of coal mine emergency rescue capability is designed based on connotation of coal mine emergency rescue and the characteristics of coal mine in China. Second, the network structure chart of coal mine emergency rescue capability is constructed in order to reflect interdependence and feedback relations of various factors influencing coal mine emergency rescue capability. And in the process of coal mine emergency rescue, the worst factor often determines the success or failure of emergency rescue. Namely, the "short board" determines the whole development trend. Therefore, the evaluation model of coal mine emergency rescue capability is constructed based on analytic network process and minimum discriminance. Not only are the relationships between various factors described by applying analytic network process, but also the weak link is found by applying minimum discriminance. Finally, Emergency rescue capability of coal mine is researched according to evaluation model to analyze the root cause of influencing coal mine emergency rescue and put forward the improvement path, which provides the scientific evidence for standardizing coal mine emergency management system. |
