| Due to the imbalance in the distribution of natural gas resources around the world and the cleanliness of natural gas energy itself as well as the increasing demand for clean energy in various countries,the construction of transnational natural gas pipelines has become an important channel for solving energy problems and environmental pollution problems.The world’s major countries have adopted transnational natural gas pipelines as a necessary means to ensure the country’s energy strategy.In order to ensure national energy security,the Chinese government has planned four major oil and gas strategic channels in the northeast,northwest,southwest,and offshore.Central Asia’s natural gas pipeline is an important part of the northwest strategic energy channel.The Central Asia-China Natural Gas Pipeline(hereinafter referred to as the Central Asia Gas Pipeline)is the first transnational natural gas pipeline built in China.It spans four countries of Turkmenistan,Uzbekistan,Kazakhstan and China and is an important energy strategic channel in the northwest of China.Z Company was incorporated in 2007 and is a wholly-owned subsidiary of a certain energy group in China.Z Company is fully responsible for the investment,construction and operation of the Central Asia Gas Pipeline Project.In the 10 years since Z Company was established,it has completed three gas pipelines through Turkmenistan,Uzbekistan,Kazakhstan to China and currently is planning to build the fourth line from Turkmenistan,Uzbekistan,Tajikistan,Kyrgyzstan to China.Z Company has cumulatively completed construction of nearly 7,000 kilometers of pipelines and completed pipeline transportation capacity of 52 billion cubic meters per year.Z Company adopts the model of “construction and operation of sub-national subsections” in the territory of Uzbekistan and Kazakhstan,which have established joint ventures with local oil companies as legal subjects for pipeline construction and management.First of all,through collecting plenty of the relevant domestic and foreign data,the author of this paper has gathered a lot of related theories and methods about the risk management of the long-term transnational gas pipeline projectSecondly,on the basis of relevant theoretical research and in combination with the comprehensive risk management ideology,the main risks of the project were analyzed based on the features of the Central Asian natural gas pipelines(Uzbekistan section).It was thought that the risk management study of this project could be based on politics,economy,society,technology,management and others.Thirdly,the author of this paper has designed a project index system and has also constructed a risk model for this project based on the fuzzy comprehensive evaluation method.Ten(10)experts with extensive experience were used to evaluate and score the risk of the project,and the corresponding project risk evaluation results were obtained.The final project risk assessment level was obtained by using the maximum membership degree method.Finally,according to the evaluation results,the author has put forward the risk response measures for the project and put forward suggestions for improving the risk management level.The author believes that based on the Uzbekistan section of the Central Asia natural gas pipeline,it carefully analyzes and summarizes the risks encountered during the construction process and the countermeasures it has taken,and then combs out a complete set of risk management and control systems,which will help improve the level of Z Company in risk management and control and it can also provide some reference for the smooth construction of similar large-scale international projects. |
