Research On Strengthening The Safety Management Of Dedicated Railways Operation

Dedicated railway is an indivisible and important part of the national railway transportation system.The development of dedicated railway not only promotes the development of the whole road network,but also promotes the development of social economy.Enlarging the safety management of dedicated railway operation can realize the mutual benefit and mutual benefit of the state,railway,enterprises and the people.The safety management of dedicated railway operation includes three levels of supervision and management: government social institutions,integrated transport enterprises and property rights units.The supervision and management at all levels involves many stakeholders.Most of these subjects are managers,managers,supervisors and supervisors.In this kind of interaction,they are both managers and supervisors.In the relationship system of supervision and management,it is urgent to build a balanced,whole-process and three-dimensional operational safety management system.Combining with the current operation safety management system of dedicated railways and the construction of laws and regulations,this paper makes a careful analysis of the responsibilities and current situation of the government,social institutions,rail-connected transport enterprises,property rights units and other departments in the operation safety management of dedicated railways,taking the current situation of dedicated railways as the breakthrough point.This paper deeply analyses the reasons for the existence of the current situation,sorts out and summarizes the factors affecting the operation safety management of dedicated railways,constructs the influencing factors system of the operation safety management of dedicated railways by using Delphi and AHP,and calculates the comprehensive impact index separately,so as to implement the operation of dedicated railways for each department.Safety management provides reference;finally,this paper puts forward some suggestions to ensure the safety management of dedicated railway operation,starting from the three levels of government social institutions,rail transport enterprises and property rights units,including the establishment of a joint supervision system,the improvement of laws and regulations,the implementation of the responsibility of the main body of safety,and the protection of safety.Opinions and suggestions on production input and improvement of personnel quality.
