Due to the suddenness,unpredictability and diffusivity,emergencies will cause huge losses to the safety of people's lives and property.With the increasingly close ties between provinces and cities,the complexity of emergencies and social connections are gradually enhanced.However,because of the barriers in management,communication and other aspects in different administrative regions and transportation modes,traditional emergency resource scheduling can only be carried out in this region,which is increasingly unable to adapt to social development and changes.How to realize the rapid and scientific dispatch of emergency materials across regions based on the comprehensive transportation network has become a realistic need to guarantee the safety of people's lives and property and maintain social stability.On the basis of fully studying the relevant theories of emergency dispatching,this paper analyzes the process and characteristics of trans-regional comprehensive transport emergency dispatching,and determines the system functional requirements,data requirements and performance requirements.Based on demand analysis,the system design is carried out,and the system is divided into two parts: the data warehouse of integrated transport emergency resources and the decision support platform of trans-regional transportation of emergency materials.The corresponding technical solutions are proposed to promote the "double network integration" of integrated transport network and emergency management network.The main research contents and achievements of this paper include:1.Research on the basic theory of trans-regional comprehensive transport emergency dispatching.Firstly expounds the mode of transportation under the emergency of the emergency disposal mode,the clear "zone" are determined on the basis of concept and scope of the trans-regional integrated transport emergency scheduling applicable scope,main elements such as dimensions,tasks,emergency scheduling optimization model and algorithm are studied,finally analyzes the auxiliary decision system in emergency scheduling business function orientation;2,In view of the emergency supplies scheduling scheme produces the system key problems,based on the analysis of advantages and adaptability,on the basis of multi-agent based on multi-agent is proposed trans-regional integrated transport emergency scheduling technique,the points of disaster and widely distributed within the scope of the national emergency supplies reserves center two types of physical entity is simulated respectively for demand point intelligent agent and save point of the body,by defining interaction rules between the intelligent body "for help-a save" behavior,so as to simplify the complex multi-source remit task assignment problem.In addition,the model of emergency intermodal route planning for rescue point agents is studied,and the difference of solution result and quality between Dijkstra algorithm and ACO ant colony algorithm is compared.3.System demand analysis and design.Paper based on feature analysis as a result,the system of business process and determine the emergency resources including inventory decision making,emergency management,emergency scheduling,basic information management,and other content,system functional requirements,efficient integration and data flow of system requirements,and the performance index,facilities,equipment and operation environment includes three aspects,such as information system performance requirements.Based on the results of system demand analysis,the overall architecture of the system was proposed,and the internal and external interfaces were designed.The system was divided into two parts: the comprehensive data warehouse of transport emergency resources and the trans-regional emergency materials combined transportation auxiliary decision-making platform,and the detailed design was carried out.Comprehensive data warehouse of transportation emergency resources integrates comprehensive data of transportation resources and information of emergency supplies reserve.The trans-regional auxiliary decision-making platform of transportation of emergency supplies is based on comprehensive data warehouse of transportation of emergency supplies,which provides decision support for the full cycle of the three stages of emergency dispatching: before,during and after.
