Taking over,reforming and construction are the main contents of the state-owned enterprise policy of the Communist Party of China around 1949.Taiyuan Iron and steel works was an important iron and steel enterprise in North China at that time.This enterprise is not only an major engine of industrial development in Shanxi Province,but also an earlier iron and steel plant producing special steel products in China.It plays an significant role in the history of industrial development in contemporary China.After the Communist Party of China took over this enterprise in 1949,under the unified leadership of the superior departments and combined with the local work practice,the cadres staff and workers of the enterprise were mobilized to carry out a series of transformation and construction work,and some achievements were made by them.This paper is divided into five parts.The first chapter introduces the establishment and early development of The Northwest steel works,it is the predecessor of Taiyuan Iron and steel works.The second chapter discusses the takeover of Taiyuan Iron and steel works.The Communist Party of China has carried out a series of preparatory work for taking over,such as the establishment of underground Party organizations of The CPC to lead the workers' movement,the establishment of taking over organizations and the liberation of plant areas.After receiving the factory,it gradually "changed the reception into management",carried out staff work,counted the assets and equipment of the enterprise and resumed production,laying the foundation for the transformation and construction work.The third and fourth chapters are reconstruction and construction,including the following contents.First,the change of enterprise management organization and mode is embodied in the change of management organization and the establishment of Party and Group organization;second,the transformation of enterprise personnel,through ideological education and mass movement,the transformation of cadres,staff,workers,technicians and family members,so as to realize the transformation of "modernization" and "politicization";third,the transformation of management mode To establish new management systems such as quota management system and economic accounting system,and to increase production through production competition;fourthly,to expand production scale,innovate production technology,and introduce special steel production equipment;fifthly,to carry out cultural literacy,vocational technology and political education for employees in enterprises,and establish a learning system for employees.The fifth chapter discusses the significance and experience of the takeover,reconstruction and construction of Taiyuan Iron and steel works.The successful takeover of Taiyuan Iron and steel reflects the maturity of the takeover policy of the Communist Party of China.Enterprise transformation and construction work not only promote production development and technological innovation,but also improve the social status and living standards of workers.The way of combining the leadership of Party and enterprise cadres with the mobilization of the masses runs through the process of takeover,transformation and construction of Taiyuan Iron and steel plant,and accumulates experience for the development of the enterprise.By exploring the historical process of takeover,transformation and construction of Taiyuan Iron and steel works,we can clarify the development clues of China's state-owned enterprises around 1949.
