As the competition has become increasingly fierce nowadays,enterprises in the tobacco industry have gradually realized that controlling procurement costs is one of the most effective measures for business to reduce costs and increase efficiency.The procurement of tobacco enterprises is divided into productive material procurement and non-productive material procurement.Since the former have always been the focus of the material procurement management,most of which are tobacco monopoly commodities,enterprises usually put more energy into management.Meanwhile,management of non-productive material has not been paid much attention;therefore many problems have been exposed in the development of business,which restrict the improvement of the overall competitiveness of enterprises,need to be optimized in their management.This paper takes Y Company,the largest tobacco enterprise in China and also the place the author works for,as the research object,to conduct a comprehensive and in-depth study on its current situation of non-productive material procurement management,analyze the existing problems and propose improvement countermeasures.Firstly,this paper expounds the research background,significance,domestic and foreign research review,content and methods.Secondly,the relevant theories of purchasing management and supplier management are sorted out as the theoretical basis.This paper also expounds the current situation of Y company's centralized procurement management of non-productive materials,and emphatically summarizes the work of promoting "Internet+Procurement" of non-productive materials.Analyzing and summarizing the main problems covered the lack of overall planning,complex management institutions,lengthy approval process,lack of supplier management,low level of informatization and low level of team specialization.From the aspects of overall planning,optimization of organizational structure,improvement of business process,development of supplier management,strengthening of information construction,and improvement of team business capability,proposing the corresponding countermeasures and guarantee measures.Finally,the research results of this paper are summarized.It is hoped that the research results of this dissertation would provide some references for similar enterprises in the tobacco industry and other companies to solve the problems existing in the procurement management of non-productive materials.It is also hoped that there would be more experts and scholars can pay attention to the research on non-productive material of purchase management in the tobacco industry,so as to promote the level of material purchase management of the whole tobacco industry.
