With the development of globalization pattern,China is increasingly aware of the importance of talents,and has raised the talent strategy to the national strategic position.In 2015,Xi Jinping proposed to carry out supply-side reforms aimed at improving the productivity of overall factors.As the main energy source in our country,coal has an important influence on the national economy,and the central coal enterprise,as the main body exercising the distribution of coal resources on behalf of the country,whether it can seize the opportunity brought by the supply-side reform to complete the transformation and upgrading is of great significance to the development of our country's social economy.The problem of talent development is one aspect of supply-side reform,and it is also a requirement of the strategy of strengthening the country with talents.However,at present,under the background of supply-side reform,there are many problems in central coal enterprises,such as large number of employees but lack of talents,emphasis on management but light on talents,relatively backward concept of talents and talent management,and insufficient motivation for transformation and upgrading of talents.However,scholars have paid little attention to the development of talents in central coal enterprises,and even less research has been done on talent standards and inventory of coal enterprises.Based on the analysis of the tasks and environmental situation faced by the central coal enterprises under the supply-side reform and the summary of previous research results,this paper believes that the key to the talent development of the central coal enterprises is to revitalize the existing talents of the enterprises.Therefore,this paper introduces the theories of competency and talent inventory,establishes the talent development model of the central coal enterprises,and designs the talent development system in combination with the reality of Company X,aiming at solving the problems of talent shortage,talent introduction difficulties and internal vitality shortage of the central coal enterprises.The innovation of this paper lies in: firstly,while scholars at home and abroad generally pay attention to the hard tasks such as the merger and reorganization of central coal enterprises under the supply-side reform and the "deliverability",they also pay attention to the requirements of the supply-side reform on human resources and the phenomenon of "surplus of talents" in central enterprises,which is a further extension of the implementation of the supply-side reform in micro-subjects.Secondly,the competency and talent inventory are integrated into the talent development work of the central coal enterprise,and the talent development model of the central coal enterprise is put forward,which provides specific suggestions for the talent development path ofthe central coal enterprise under the circumstances of difficult talent introduction,large staff base and urgent talent demand.Finally,the use of quantitative methods to design specific programs is more scientific and easy to implement.
