A Research On The Operational Effectiveness Of The Natural Gas Pipeline Transportation System In North China

Pipeline transportation is the fifth largest transportation industry besides highway,railway,waterway and air transportation industry.It is the most economical,safe and efficient choice for the transportation of gas and homogeneous liquid substance.It is widely used in oil,gas,water and other industries.Compare with other modes of transportation,pipeline transportation consumes less resource,it is safer and more efficient on cargo turnover.According to the “Thirteenth Five-year Plan”,by 2020,the primary energy ratio of NG will reach 10% in China.Rapid growth in NG consumption brings not only new opportunities for the development of NG pipeline transportation industry,but also new challenges on pipeline efficiency.This thesis is an investigative report,which took the NG pipeline transportation system in north China as the research object.After the in-depth research of the system layout,the main facilities and operation efficiency,etc.,this study revealed the deficiency on regime system,mechanism system,policy,construction and operation management.Based on the present situation,the future reform and innovation,critical issues on both policies and regulations level and enterprises' operating level were discussed.From the aspect of policies and regulations,this study outlined that peak-shaving costs are not taken into consideration in the NG pipeline pricing mechanism;market rules are neglected in the conditional setting of pipeline benchmark yield;the development and supervision regarding to the NG industry chain are lack of laws and industry standards.From the aspect of enterprises' operating level,this study outlined excessive capacity of gas pipeline needs to be open to the public;the ratio between underground gas storage capacity and NG pipeline transmission capacity needs to be optimized;TQCM of the key production units of NG pipeline systems should be considered;reform of HR and organization in NG pipeline enterprises is important.After the investigation and analysis process,this thesis was carried out based on the traditional economic theory,economic and management tools and relevant government policies,the ideas and approaches to solve the problems of the NG pipeline transportation system in north China were proposed,which include the remodel of the peak-shaving system and the mechanism of pipeline rates;the proper handling of pipeline benchmark yield;the legislation improvements in NG pipeline transportation industry;the establishment of NG trading platforms to practice the market rules;the optimization and upgrade of the key production units and HR organization.As the development of NG pipeline transportation industry in developed countries is mature,this study drew on the experience of North America,Europe and Russia,focused on the laws and rules of market economy.In the new round of development in NG pipeline transportation,using innovative ideas,which include the concept of "introduction,digestion and innovation",is very necessary.After the reform and innovation of the national policy and law environment and the enterprise management,the vitality and efficiency of enterprises will be liberated.This will also bring more social benefits and enterprises' economic returns.
