| China’s electric power reform after the proposed "fund raising power" in 1987,2002 implementation of "separate plant network,bidding online",in March 2015 to open a new round of electric power reform.The focus of the reform is to "open the two sides,supervision in the middle".The opening of the power generation market and the introduction of competition in the power generation sector began.In order to advance the business reform of power generation market in an orderly way,it is necessary to conduct a thorough study on the government’s regulation of power generation market business under the new round of power system reform.Therefore,the research on power generation market power has a certain theoretical and practical significance.This paper takes the implementation of the new electricity reform policy as the background and the market power of electricity generator as the research object.Firstly,the influencing factors and behavior decisions of power generation market power are analyzed.It is found that there are three main factors that influence China’s power generation market: first,the price elasticity of power product demand is small,and the power product is irreplaceable;Second,power generation market has a strong economy of scale,the larger the production scale of power generation companies,the stronger the dominance of the market;Third,it is difficult for potential electricity generator to enter the power generation market due to high barriers to entry.The market power of electricity generator is embodied in the retention behavior of power generation,the collusion behavior between electricity generator and the predatory pricing of prices.Secondly,in order to objectively and accurately reflect the impact of the new electricity reform policy on the power generation market,it is necessary to measure the size of the power of the e-commerce market and the change of the power of the power generation market before and after the new electricity reform.By introducing and comparing three methods of market power measurement,Klette model in production method model is finally selected to measure the market power of power generators.With the help of Klette model,the measurement formula of e-commerce market power is deduced and empirically analyzed by econometric model.After calculating the existing market power of e-commerce,the multi-level grey relational evaluation model based on AHP is used to analyze the change of power generation market power under the background of the new electricity reform.The results show that there is obvious market power in China’s power generation market,and the premium of market power in Klette model reaches 49.3%.At the same time,since the implementation of the new electricity reform,only a small number of power generation market forces have changed significantly,the power generation market has not undergone a fundamental change.Secondly,in order to objectively and accurately reflect the impact of the new electricity reform policy on the power generation market,it is necessary to measure the size of the power of the e-commerce market and the change of the power of the power generation market before and after the new electricity reform.By introducing and comparing three methods of market power measurement,Klette model in production method model is finally selected to measure the market power of power generators.With the help of Klette model,the measurement formula of e-commerce market power is deduced and empirically analyzed by econometric model.After calculating the existing market power of e-commerce,the multi-level grey relational evaluation model based on AHP is used to analyze the change of power generation market power under the background of the new electricity reform.The results show that there is obvious market power in China’s Power generation market,and the premium of market power in Klette model reaches 49.3%,since the implementation of the new electricity reform,only a small number of power generation market forces have changed significantly,the power generation market has not undergone a fundamental change. |
