Picture fuzzy set theory is a better method to deal with uncertainty in decision making,and it carries more information,including four parameters: Membership degree,non-membership degree,neutrality degree and abstention degree,and in solving the problem of multi-attribute decision making,distance is an effective tool for sorting different schemes,so this paper will be aimed at the shortcomings of the existing distance,put forward a new distance,and combined with the multi-attribute decision making method,to build a new picture fuzzy multi-attribute decision making method.A Picture fuzzy ELECTRE decision making method is proposed for multi-attribute decision making problems where the attribute value is Picture fuzzy number and attribute weight is known.Firstly,the new picture fuzzy number distance is defined.By comparing with other distances,it shows that the new distance has a good degree of discrimination.Second,to expand the new distance into ELECTRE method,by contrast to the evaluation of solution under each attribute to construct the consistency and inconsistency,so as to ensure consistency and inconsistency matrix,combining with positive and negative ideal point of relative distance consistent matrix and inconsistent advantages are obtained,then the advantage of the total value to determine the order of alternatives.Finally,two numerical examples are given to verify the feasibility and advantages of the proposed decision method.A Picture fuzzy distance with parameters is proposed,which can reflect the attitude preference of decision makers.On this basis,the new distance is extended to the multi-criteria compromise solution ranking method(VIKOR),and the new distance is used to calculate the group benefit value and individual regret value of each scheme,and then the decision results are obtained.Then,an example is given to illustrate the effectiveness and advantages of the decision-making method proposed in this paper.Through the sensitivity analysis of parameters,the results show that: for the value of parameters,when the importance of decision-makers to information tendency is different in the range of different mindsets,there will be differences in the selection of the best scheme.There are 19 tables and 59 references in this paper.
