In real-world decision-making problems,it is more appropriate and direct to use linguistic information to express the opinions of decision-makers.However,In situations of high uncertainty,decision makers may hesitate in a few comments.The hesitant fuzzy linguistic term set can clearly express the hesitation in linguistic evaluation,and it is a powerful tool to describe people's cognition in the decision-making process.In the decision-making method,the outranking methods,as an important method,can fully consider the partial compensation among attributes.This paper studies the outranking decision-making methods based on hesitant fuzzy linguistic information.The main research work is:(1)Aiming at the multi-attribute decision-making problem in which the attribute value is the form of the hesitant fuzzy linguistic elements,a multi-attribute decision-making method based on regret theory and ELECTRE ? is proposed.First of all,the attribute weights are determined by using the grey relational analysis and maximum entropy principle.Secondly,the rejoice and regret functions of the hesitant fuzzy linguistic element are determined.The concordance index and discordance index are determined via the rejoice and regret function to determine the credibility index for each pair of alternatives,This method determines the net credibility degree of alternatives can be got by the credibility index of each pair of alternatives,ranking of alternatives is obtained according to net credibility degree of alternatives.Finally,the example and comparison with other methods show that the proposed method is feasible and effective.This method is more practical and reasonable as it considers the decision makers's psychological behavior and partial compensation among attributes.(2)A multi-attribute decision-making method based on the Best-Worst PROMETHEE method is proposed.First of all,the normalization projection formulas for of two hesitant fuzzy linguistic elements are defined,and study the multi-attribute decision-making problem in which the attribute value is the form of the hesitant fuzzy linguistic elements where the attribute weights are determined.While the decision-making problems faced in practical problems are often the attribute weights are completely undetermined,the paper focuses on the multi-attribute group decision problem where the attribute weights are completely unknown.After determining the attribute weights,determine the net flow of each alternative under each attribute using the Best-Worst PROMETHEE method.The aggregate net flow of each alternative is determined by simple weighted calculation,and the alternatives are ranked according to this.The Best-Worst PROMETHEE method not only considers the partial compensation among attributes,but also avoids the rank reversal problem.Finally,an example of selecting shared bicycle is given to illustrate the rationality of the proposed method.(3)A multi-attribute decision-making method integrating ELECTRE and VIKOR methods with hesitant fuzzy linguistic information is proposed.First,the attribute weights are determined by using the entropy method.Secondly,the likelihood preference formula of hesitant fuzzy linguistic elements is used to determine the concordance set,the discordance set and the indifferent set.Then,the alternatives are ranked according to the VIKOR method.ELECTRE method considers the partial compensation among attributes,VIKOR method considers the maximum group utility and the minimum individual regret,making the decision result more reasonable.Finally,an example is given to illustrate the feasibility and effectiveness of the proposed method,the comparative analysis with the two methods highlights the advantages of the proposed method.
