Hesitant Fuzzy Linguistic Term Set(HFLTS)replaces the affiliation degree expressed in precise numbers in the hesitant fuzzy set with the natural linguistic commonly used by human beings, which can effectively deal with the uncertain information existing in the decision problem due to its structural superiority, overcoming the defects of the fuzzy linguistic method that can only use a single linguistic terminology to express the decision maker's preference and the hesitant fuzzy set cannot use natural linguistic as the affiliation degree. In the face of some complex decision problems in the real world,a single attribute is far from being able to complete the description and portrayal of the problem,so multi-attribute decision making comes into being.Multi-attribute decision making is to rank and select the best alternative for a decision problem with multiple attributes and a limited number of alternatives. It has been applied to various aspects of engineering, economics, and administration in real life.In this paper,we focus on the HFLTS-based multi-attribute decision making method from HFLTS and multi-attribute decision making.1.To address the problem that the existing HFLTS comparison method cannot take into account the mental behavior of decision makers,a distance correction function is proposed in this paper.A non-uniformly distributed linguistic scale is obtained by mapping the linguistic term terms to the [-1,1] axis through the distance correction function, and a distance correction-based score function, called Score-HFLTS,is proposed.with the distance correction function, the influence of the decision maker's psychological preference on the value of the HFLTS score function can be reflected, and a decision method based on the superior-inferior solution ranking method(Technique for Order Preference by Similarity to an Ideal Solution,TOPSIS),a decision making method based on the novel score function and the superior-inferior solution ranking method is proposed to deal with the multi-attribute decision making problem.2.To address the problem that the existing HFLTS distance measures only consider the magnitude of term values and not the number of terms, this paper proposes the concept of HFLTS dispersion, describes the degree of dispersion of HFLTS,and gives the related properties in the paper. In addition, with the help of distance correction function, the formula of HFLTS distance measure based on dispersion degree and distance correction function is proposed, and then the similarity measure of HFLTS is proposed. The main advantage of this method is that it not only effectively converts linguistic information in different semantic environments, but also avoids the drawbacks of existing distance measures and is used in the urban wastewater treatment plant siting recommendation problem to solve practical application problems.
