With the continuous development of society and economy, the contradiction between the demand for land resources and the shortage of land area becomes more and more prominent in China,so the coastal areas have to turn their attention to the sea for space development.Reclamation as the main way to use the sea is not only expensive, but also can cause irreparable damage to the natural ecological environment.Aiming at the existing problems of reclamation, based on the concept of sustainable development and following the principle of“saving the use of the sea and minimizing the impact on the marine ecological environment”,this paper puts forward the concept of floating city,an environmentally friendly and economical urban spatial development scheme. The buoyancy tank structure is used to build the platform of the city, which effectively makes up for the shortage of land resources as well as avoids the environmental damage caused by traditional reclamation projects. The main research contents of this paper are as follow:In this paper,a detailed and multifaceted conceptual design of the floating city based on the buoyancy tank structure is carried out,and the design scheme is evaluated from the aspects of the superiority of human settlements, traffic convenience, the economical efficiency of utility tunnel, the effectiveness of stormwater management, the efficientibility of green construction, the sustainability of urban development. The structure of buoyancy tank is adopted to construct the offshore platform. The upper part of the buoyancy tanks is the living space, providing places for living, recreation and entertainment. The interior of the buoyancy tanks is mainly used for urban traffic system and utility tunnel to solve the existing problems of traffic noise, exhaust pollution and urban traffic. At the same time, the infrastructure that impedes human activities will be moved down to provide more high-quality living space for the upper ground of the buoyancy tank. The buoyancy tank structure adopts prefabricated assembly construction, and the city adopts the principle of unit design,in order to realize the principle of green and sustainable development. This paper compares the project budget and economy between the floating city based on the buoyancy tank structure and the traditional reclamation project.Taking the land reclamation project of an airport industrial park as an example, the project formed a quasi-rectangular artificial island of an airport industrial park through land reclamation, with a length of 6,183m,a width of 3,440m and a total area of about 20.29km~2.Only considering the formation of the artificial island revetment and land domain, excluding the foundation treatment after the formation of land domain, underground pipeline in the site, surface layer structure and above facilities in the site, the preliminary design project estimated by the combination of dredging replacement and direct backfilling is about 21.99 billion yuan. However, the floating city plan with the buoyancy tank structure is to build a platform of the same size, and use C35F350 concrete to build buoyancy tanks with a size of 80m×80m×7m and a thickness of 0.6m.The project cost is estimated about 19.84 billion yuan. The comparison demonstrates that the cost for the construction of the floating city is much lower than the cost for the reclamation plan. Moreover, compared with land reclamation, the interior of the buoyancy tanks can provide nearly once the area additionally, saving a lot of construction funds. As a new idea for future urban development, floating city is a new mode of urban spatial development under the background of China's new era,and also a"Chinese plan"to explore the methods of world's urban spatial development.
