In the environment of emergency mapping construction,information technology and application services continue to develop,the integration and sharing of emergency surveying and mapping resource data(hereinafter referred to as: emergency data)is gradually becoming an important basis for emergency response work.However,natural disasters such as torrential rains,floods,severe droughts,low temperature ice and snow,and earthquakes are fast,multi-faceted,and intensified.This brings great challenges to emergency response work such as emergency decision-making,emergency rescue,and disaster assessment.Emergency data has the characteristics of massive,multi-source heterogeneity and timeliness,and the data standards and specifications are not uniform.This puts forward new and higher requirements for the rapid collection of emergency data and information sharing in the emergency response.Therefore,using technological development of emergency information management and sharing platforms,automatic collection of data and shared disaster information,can minimize natural disasters to hurt property and personnel.Focusing on the integration and sharing of emergency data in emergency response,this paper proposes a multi-level semantic constraint data integration framework and an emergency data batch release and sharing method that integrates matching rules,and focuses on emergency response mechanisms,data integration analysis,data information services,etc.Finally,based on the actual project of the emergency database in a certain province,an example was explained and verified.In order to realize the above methods,this article mainly conducts the following researches:1)Study the types and characteristics of emergency data and the classification and level of disaster events,analyze the emergency surveying and mapping response mechanism of disaster events,explore the technical methods of semantic expression of multi-source heterogeneous data,and lay a foundation for the design of a unified description model for disaster events and emergency data Theoretical basis.In-depth analysis of disasters,data semantic mapping construction,clarification of timeliness calculation principles and key points of rule formulation and data service specifications,laying a technical foundation for data integration and release.2)Designed a multi-level semantic constraint data integration framework.First,analyze the types,levels,time and space,attributes of emergency data and other elements of disaster events,study the semantic expression of disaster events and emergency data,and implement ontology construction through a five-step method to achieve a unified description of disaster events and emergency data.Then,it analyzes the timeliness requirements of the emergency response plan,and builds a multi-level semantic constraint emergency data integration framework from the three levels of event semantic constraints,data semantic constraints,and timeliness semantic constraints.Finally,based on user needs,the rapid integration of emergency data under the framework of multi-level semantic constraints is realized.3)A method for batch release of emergency data based on integrated matching rules is proposed.In order to quickly release shared massive data,this paper analyzes the characteristics of emergency data,studies relevant geographic information service specifications,designs emergency data service models,then formulates data service rules and builds a rule library,and finally calculates and matches automatically through integrated rules.Release specific data services to realize the batch release of emergency data to meet the needs of rapid sharing of emergency data.4)Based on the research results of data collection and rapid release,the emergency surveying and mapping resource data integration and sharing system was designed and developed.Utilize the data processing,data integration,data service and other functions provided by the system to realize the rapid integration and release of emergency data,verify the usability and effectiveness of the method designed in this article.Discuss the role of multi-level semantic constraint emergency data integration and sharing in emergency response capabilities.
