Innovation is the first motivation to lead the development and is a strategic support for building a modern economic system.Science and technology innovation is an important force in the continued development of modern economics and society.For technology innovation,scientific and technological resources optimization configuration is crucial,and the high and low of scientific and technological resource allocation is far-reaching in the development of my country's high-tech industry,manufacturing high quality development,and regional coordination development.Therefore,study the method of measurement efficiency of scientific and technological resources optimization,scientific measurement efficiency and analyzes the regional differences and dynamic evolution trends in China,and the scientific and technological development differences between scientific and technological resource allocation,and truly realize economic transformation.Upgrade,with very important theory and practical significance.The paper first introduces the relevant theory of scientific and technological resource allocation efficiency and my country's scientific and technological resource allocation,and then in my country's scientific and technological resource allocation efficiency is the research object,selecting the investment output indicator in accordance with my country's development,and constructs the evaluation index system of scientific and technological resources.Application of 30 provinces and municipal scientific and technological resource allocation efficiency,using Dagum Kni coefficient,nuclear density estimation method to analyze the regional differences and distribution dynamics of scientific and technological resource allocation efficiency,in-depth analysis East,China,China Regional differences and dynamic evolution trends in scientific and technological resource allocation;ultimately through variation coefficients and static panel models are studied nationwide and East China and the West.It is designed to improve my country's scientific and technological resource allocation efficiency,enhance regional science and technology competitiveness,promote economic development and deepening science and technology system reform.The research results show that:(1)During the sample period,with the deepening of my country's emphasis on scientific and technological innovation,the investment in scientific and technological resources has shown a leap,but at the same time there have also been many urgent problems that need to be solved,the market for scientific and technological achievements The conversion rate is low,and the efficiency of the allocation of scientific and technological resources in the three major regions is quite significant.(2)The decomposition results of Gini coefficient show that the difference in the allocation efficiency of scientific and technological resources between the eastern region and the central and western regions has decreased significantly during the inspection period,and the imbalance in the allocation efficiency of scientific and technological resources in the western region is more significant than that in the eastern and central regions.The regional imbalance is the smallest among the three.The regional differences in the efficiency of scientific and technological resource allocation are the most prominent between the east and the west,followed by the differences between the central and western regions,and the smallest between the eastern and central regions.The main sources of regional differences in the efficiency of scientific and technological resource allocation are regional differences,intra-regional differences,and regional differences.The contribution rate of hypervariable density is relatively similar.(3)Kernel kernel density estimation results show that,during the sample inspection period,the regional difference in the efficiency of China's scientific and technological resource allocation has experienced a process of "rising-declining".Specifically,the allocation efficiency of scientific and technological resources in the eastern region experienced a trend of first decline,then rise,and then a slight decline.The absolute difference in the central region fluctuated greatly,and the regional difference showed a downward trend in the later period of the sample investigation period.The absolute difference in the western region Tend to shrink the situation.During the sample investigation period,there was no polarization trend in the eastern,central and western regions.(4)The results of the ? convergence test show that the ? convergence coefficients of the whole country and the central and western regions have shown a downward trend year by year during the sample period.The evolution trend of the regional differences in the allocation efficiency of scientific and technological resources in the eastern region has not shown a significant convergence phenomenon.,The convergence phenomenon in the central and western regions is significant,and the convergence rate in the western regions is higher than that in the central regions.The absolute ? convergence analysis shows that the eastern region has the fastest convergence rate,followed by the central region,and finally the western region.The conditional ? convergence analysis shows that there is a conditional convergence in the country and the eastern,central,and western regions of scientific and technological resource allocation efficiency.Finally,it proposes countermeasures and suggestions to improve the efficiency of China's scientific and technological resource allocation.
