Party's report from the history directions of the development of our country has entered a new era,in order to deepen the reform of the " streamline administration and delegate power,combine power delegation with effective oversight and improve service",and communities to promote the change of government function.Tax authorities to adjust and control economical operation in national finance income,important functions,such as face to face with taxpayers tax service work,is to optimize the tax business environment,the service window of "streamline administration and delegate power,combine power delegation with effective oversight and improve service",its service level is good or not directly affects the social evaluation for the government image.Because the tax service itself has not qualitative,slow ascending effect features,has been the basic tax performance appraisal difficulty,also is the rectification ascension much difficulty.However,if a set of scientific and effective index system for the inspection,to strengthen the inspection result have to apply and track the efficiency,helps to enhance the level of tax service and image to ascend to the tax authorities have significant effect.This paper USES the SERVQUAL model,draw lessons from advanced experience and practice,based on the original through the tangibility,reliability,responsiveness,assurance and empathy sex building 18,assessment index in five dimensions,explore to establish effective tax service performance appraisal system.Accordingly,this paper takes JX county tax bureau as an example,through literature research,interview method,analyze the current the council tax service performance evaluation index system design deficiencies,quantitative weights are not clear,evaluation mechanism is not sound,and the result feedback mechanism is imperfect and so on.How to use the theory of customer orientation,using questionnaire investigation,analysis and study the county taxpayer satisfaction survey data,in order to optimize tax service performance evaluation index system.In the article finally proposed the improvement suggestion: the first one is to determine the tax service standards;the second,it is through the reasonable to determine the index weight,dynamic management,and strengthen the results using assessment index,combines the condition of taxpayer satisfaction survey and the current tax service focus,optimize tax service performance evaluation index system;the third,is to improve the third-party evaluation of barriers to entry,using a standardized assessment index system,strengthen return visit tracking to ensure truly use effect;the forth,it is to strengthen communication and exchanges with people being measured,makes performance evaluation organization and individual performance appraisal effectively combine,really play a role of performance management to guide.
