| In the three hundred years since the industrial revolution, with the progress of science and technology, more and more waste electronic products have been produced. If mishandled,it will not only cause great pollution to the environment, but also a great waste of resources.Based on these, our country has introduced a series of policies and regulations to promote the recycling and reuse of waste electronic products, and many enterprises have carried out the recycling work of waste electronic products. However, there are still some serious problems, such as the enterprise recycling is not active and the recycling quantity is not ideal.Based on the study of existing literature and relevant theory, this paper proposes the research on the recycling decision of waste electronic products under the mechanism of government reward and punishment. The purpose is to excavate the law between the government’s reward and punishment implementation plan and the recovery company’s response measures, guide the enterprise to set a reasonable recycling price and flexibly respond to the government’s reward and punishment mechanism under the premise of ensuring its own maximum benefits. It provides a decision basis for the government to reasonably set such parameters as reward and punishment intensity, reward and punishment proportion coefficient and recovery standard. This article first constructs a recycling decision model for waste electronic products under the recycling-remanufacturing and recycling-processing modes that consider the government reward and punishment mechanism, and calculates and analyzes the model when the government imposes reward and punishment strategies on manufacturers, processors, and recyclers respectively. Then, considering the sharing of government rewards and punishment quotas and the dominant position of participants, the model is improved from the perspective of manufacturer-led and recycler-led in the manufacturer mode, and the processor-led and recycler-led in the processor model.Besides, the effect of government reward and punishment ratio coefficient, government reward and punishment intensity and minimum recycling standard number on the decision-making results of waste electronic product recycling is further analyzed through numerical simulation. Finally, the paper summarizes the whole paper and analyzes some problems in the research process. The main conclusions of the study can be expressed as follows:(1)The greater the government’s reward and punishment, the more the recycling amount of waste electronic products can be increased on the basis of ensuring the profits of the participants and promoting the recycling enthusiasm of the participants in the recycling chain.(2)Whether the manufacturer remanufacturing mode or the processor processing mode, the decision result of the leading party will be inclined to its own interests.Under the same conditions, the corresponding recycling price of the leader will be lower than the situation when it is dominated.(3)For the government’s reward and punishment institutions, the establishment of the reward and punishment mechanism can follow the following principles: under the manufacturer’s remanufacturing mode, the government should increase the degree of reward and punishment and give the leader a larger share of reward and punishment at the same time. Moreover, under the processor’s processing mode, the government should give the processor a larger share of reward and punishment while increasing the degree of reward and punishment.Furthermore,it is not advisable for the government to set a large number of recycling standards.(4)In the remanufacturing mode, the manufacturer-led situation is better. In the processor mode,it is better to be dominated by the processor. |
