In recent years,disasters have brought significant damages to the society.The emergency relief work can greatly reduce the losses caused by disasters.The emergency relief work can be divided into two streams: pre-disaster and post-disaster.Pre-disaster emergency evacuates people and prepares supplies in advance to avoid further damage when the disasters are able to be foreseen.However,many disasters are difficult to predict,in this case,the post-disaster emergency planning plays a more important role.Aiming at the post-disaster emergency relief work,the problem of post-disaster facilities locations and resources allocations is studied.Integrated decisions on facilities locations,personnel evacuations and resources assignments are made.From the perspective of overall optimization,the whole post-disaster emergency work is regarded as an integrated emergency network,and three kinds of important emergency facilities are located to achieve the optimal layout of the integrated emergency network.In terms of the model,the case of sufficient resources and insufficient resources are considered respectively.Under the condition of sufficient resources,a mixed integer programming model is established.In the case of insufficient resources,the objective function of maximizing survivals is added on the basis of the objective functions of model under sufficient resources.A nonlinear survival function is adopted to describe the survival probability of victims with different degree of injury,and a multi-objective nonlinear mixed integer programming model is established.In terms of solving algorithm,the improved Benders decomposition algorithm is adopted to solve the problem of sufficient resources.In the case of insufficient resources,the two-layer heuristic algorithm is used.In the experimental part,the effectiveness of the model and algorithm are verified by taking the wenchuan earthquake as an example.In the case of insufficient supplies,the impact factors of injured people's priorities are studied.Experimental analysis shows that the improved Benders decomposition algorithm converges faster.The improved particle swarm optimization algorithm improves the quality and stability of the solution.In addition,the priorities of injured people are affected by many factors.Therefore,when making the resources distribution strategy,the overall situation such as the region,the victims and the disaster level should be considered comprehensively,so as to make the optimal distribution plan in the case of insufficient resources.
