Research On Evaluation Index System Of Ocean Resources Assets Departure Audit

With the increasing role of natural resources in the economic construction of our country,the importance of the evaluation of the utilization rate of natural resources is also strengthened.The decision of the CPC Central Committee on a number of major issues of deepening reform in an all-round way,put forward by the third Plenary session of the 18 th CPC Central Committee,deals with how to effectively protect the ecological environment,make rational use of natural resources assets,and assess the environmental responsibility of leading cadres.We need to carry out an audit and assessment of the exploitation,utilization and protection of marine resources,and then combine the responsibilities and appointments and dismissals of the leading cadres in the field of natural resources,which will promote the completion of the "five in one ".In recent years,the pilot experiment of natural resources audit has been carried out on the outgoing audit of leading cadres,and it has been implemented nationwide,and its theoretical research is also increasing.However,the implementation time is still short,the research system of relevant theories is not complete,and there are many mistakes in practice,so it is urgent to carry out in-depth discussion and supplement and perfect.This paper starts with the evaluation results of the outgoing audit of marine resources assets of leading cadres,collates the domestic and foreign literature related to the outgoing audit of marine resources assets,and analyzes the current situation of the outgoing audit of marine resources assets and the problems in the process of auditing through the theory of sustainable development.An attempt is made to construct a set of evaluation index system of marine resources assets leaving audit,and the operability of the evaluation index system is verified by taking A city as an example.This paper studies the evaluation index system of marine resources assets exit audit,and devotes itself to combining performance audit with resource environment audit,and looks forward to applying it to the performance evaluation of leaders in blue economy region of our country.In the design of evaluation index system,a relatively perfect and operable evaluation index system of marine resources economy is constructed.Through clearly reflecting the weak link index of the development of marine resources assets,leading the relevant departments to pay attention to the management,utilization and protection of marine resources,giving more policy,technical and financial support,accurately and intuitively evaluating the overall work situation of the relevant responsible units and responsible persons,and playing the role of audit supervision,evaluation and risk avoidance.
