Cuba: Soviet surrogate or maverick ally

This study examines influence relations between the Soviet Union and Cuba. It tests the thesis that Cuba acts as a surrogate of the Soviet Union by analyzing the Soviet-Cuban link and Soviet-Cuban policies of intervention in regional conflicts in Angola, Ethiopia, Grenada and Nicaragua. It is shown that influence flows both ways in the relationship and that Cuba is largely an autonomous actor in the conduct of its foreign policy.
