An Information Engineering (IE) approach has been proposed, initiated, and illustrated. The IE methodology advocates the use of Strategic Planning in addition to the traditional phases of IS development: analysis, design, and implementation.;The thesis has been divided into two sections. The first section represents the initiation of Strategic Planning for information systems in support of the proposed health care model and projects. The second part describes the IE methodology and, in particular, Strategic Planning.
