Disposal End-of-Life (E-O-L) electronic products, especially desktop computers, pose problems such as large volumes produced, toxicity related issues, and loss of natural resources. A large quantity of obsolete computers is generated from the household sector. This study found that in 2001, approximately 149,051 obsolete computers were stockpiled in residential homes in San Jose, CA. Currently, there does not exist a comprehensive program for collection, reuse/recycle, and disposal of obsolete computers. The local government ultimately bears the responsibility for its disposal. However, the existing regulations do not allow the collection of an advance disposal fee, which is required to support such a program. While the issue is still being debated at local, state, and national levels, so far no solution has been offered. This report identifies important elements needed and proposes a model for handling obsolete computers in San Jose, CA.
