A framework for team evaluation in a mega-project setting

Abstract/Summary:
After data collection and a literature search, the author has concluded that current project delivery models in owner organizations do not engage a formal organizational risk mitigation process for project teams. There is an absence of an evaluation technique to verify the right skills and experience in project teams, in order to allow efficient performance during project execution.The need for a framework to evaluate team performance is derived from a theory that states that, due to management time constraints in a mega project, more delegation of key decisions is inevitable. This theory confirms that, as more delegation is required, a level of trust and confidence in the teams' qualifications is needed by management. The proposed framework, therefore, evaluates each team in the project using criteria derived from the collected data.This study aims to identify the severity of organizational risk in the mega-project setting and investigates practical ways to mitigate the risk resulting from suboptimal team development. The main focus of the research is the proposal of a framework to evaluate teams at project initiation and during the life of the project, in order to measure the inventory of technical skills and experience, as well as the dynamics of the team environment, as a means to identify risk areas in a mega project. The objective is to inspect the teams, which are the building blocks of the organization, to verify functionality of the organization as a whole.
