Abstract/Summary:
This thesis analyzes the factors that facilitate the implementation of a public policy in which public and private actors are involved. To perform this analysis, it was studied the National Program for Family-Based Agriculture Support (PRONAF) in the state of Rio Grande do Sul, Brazil. The program was nationally designed to be implemented by the three governmental levels and civil society organizations, since social participation was established as a cornerstone of the program.;The study consisted of semi-structured interviews, participation in events related to family-based agriculture, the analysis of secondary literature and key public documents associated to the program.;Through this investigation, it was sought to demonstrate that the interaction between certain coordination mechanisms and financial incentives included in the design of the program and certain attributes of the actors involved in the program was essential to explain the success of implementation. This is particularly important since some policies that pursue rural development in Latin America fail not because of the lack of money but because of the impossibility of reaching agreements and commitments among different actors in order to implement the policies.;On the one hand, the coordination mechanisms and financial incentives established in the design of PRONAF shed light on the presence of multiple actors, interests and resources and they were also capable of leading the actors to work together. On the other hand, the strong agricultural traditions and the importance of family farmers in the state of Rio Grande do Sul, along with the existence, experience, background and territorial presence of different public and private actors related to the issue had a positive influence in the use of tools PRONAF in the state, which occurred early and uninterruptedly over time.;One of the main conclusions of this study is that while the presence of certain attributes of the actors involved in implementation of a public policy is important, through the operation of the coordination mechanisms and financial incentives designed by the policy it is possible to enhance those attributes and even more, create conditions for the emergence of new actors or attributes.
