WV LTAP PMS: Integrating GIS with PMS software

Abstract/Summary:
Pavement management systems (PMS) are powerful tools for managing roadway networks. Coupled with geographic information systems (GIS), PMSs can organize network inventory and condition data, as well as display them spatially. Historically, though, local agencies lack the resources necessary to purchase, develop, and implement such systems. This thesis developed a GIS-integrated PMS, based on the West Virginia District-Level Pavement Management System (WV DPMS), which focuses on the needs of these smaller agencies. This process included updating the original WV DPMS software to work with current software versions, as well as modifying certain features and procedures. A section-specific pavement performance model was developed to facilitate the display of future section conditions in a GIS format. Finally, the PMS was integrated with ESRI ArcMap software to allow for visual presentation of data.
